Capital Improvement Projects
The City of Haltom City recognizes capital facilities and adequate infrastructure are critical for the City’s continued growth. The Haltom City Capital Improvement Plan (CIP) describes the capital projects and the associated funding sources the City intends to undertake in the current fiscal year, including the acquisition or construction of capital facilities and assets, and the maintenance of those facilities and assets.
The process of street replacement is complex and time-consuming since it includes extensive design, engineering, and construction phases. As part of the process, when roads are replaced, the drainage, water, and sewer infrastructure must also be replaced prior to laying new road surface. We do not build new streets over 20- to 50-year-old utilities.
Funding for all Capital Improvements are managed through transfers from the corresponding fund’s revenues. Because this is a request of high priority to our citizens, our City Council has committed more to street replacement/repair than at any time in the past, totaling approximately $176 million in your tax dollars at work over the next five years. The FY 2024-2025 Capital Improvement Budget has $55.3 million of planned projects.

City Construction Complete, Construction by UPRR to start Fall 2025
Project Scope
The scope of the project includes the widening of Glenview Dr. and reconstruction of the intersection with the UPRR (United Pacific Railroad) crossing (approximately 200 linear feet) inclusive of replacement of existing sidewalks, median improvements, signage, and fencing required to accommodate signalization upgrades by UPRR in order to become a Quiet Zone. The Quiet Zone will be established pending completion of improvements by UPRR; estimated by the Spring 2026.

Project Scope
The scope of the project includes reconstruction of Ray Drive and Ray Court (approximately 2,100 linear feet) inclusive of replacement of existing sidewalks, driveways, water main, sanitary sewer, and storm drain piping within the roadway right-of-way.

CONSTRUCTION COMPLETE
Project Scope The larger replacement siphon will be installed deeper than the existing pipe to provide improved reliability and increased capacity to the existing sanitary sewer system. The new siphon will connect to approximately 500 linear feet of new 21" gravity sewer main and five additional sanitary sewer manholes from the Thomas Road bridge to an existing 21" sanitary sewer main at Bakers Lane. This project, a 50th anniversary Community Development Block Grant, includes the construction of approximately 1,950 linear feet of 6” diameter and 8” diameter water main with fire hydrants that will replace the existing 2” diameter water mains and installing new service connections in the right-of-way of the following streets:
