Neighborhood Decorating Contest 
Parks and Recreation Director Christi Pruitt presented the winners of this year's Neighborhood Decoration Contest. This contest, organized by Keep Haltom City Beautiful, highlights homes and businesses throughout the community that go the extra mile to ensure the city shines brightest during the holidays.

NDC Winners (1.12.26 CC Meeting)

Hazard Mitigation Action Plan
The council was presented with Haltom City's portion of the Hazard Mitigation Action Plan, which aims to identify and mitigate hazards and risks that could potentially affect the community. The plan was voted on and approved by the council. 

Public Works Equipment
Approval was granted for the purchase of a water truck and rubber-tired, front-end loader for the Public Works Department. 

Rezoning Request
The City Council approved the first reading of a proposed zoning change for the property located at 5617 Midway Road. The change would allow a cabinet shop addition to the current C-3 commercial district zoning. The property is currently vacant, and if approved, this would be a new business for the city.

General Election on May 2
A resolution was approved authorizing a joint General Election to be held on Saturday, May 2 in conjunction with Tarrant County. This election will be for City Council Places #3, #4, #5, and #6. The Haltom City Senior Center and Haltom City Library are listed as polling locations. 

Road Reconstruction Projects
Broadway Avenue Reconstruction Project
A resolution was approved amending an Advance Funding Agreement between the city, state, and federal government for the reconstruction of Broadway Avenue between US 377 and SH 26. This amended agreement does not change the city's responsibilities. 

Old Denton Road Rehabilitation
In phase one of the rehabilitation of Old Denton Road, the city partnered with Tarrant County to provide parts and materials, while the county provided labor and equipment. This creative partnership enabled the city to stretch its budget and rehabilitate Old Denton Road from North Beach Street to approximately 4001 Old Denton Road. The council approved an additional interlocal agreement with Tarrant County for the rehabilitation of Old Denton Road from 4001 to the railroad tracks south of Meacham Boulevard. Tarrant County will again provide labor and equipment, and the city will provide preliminary testing and materials. 

Outdoor Warning System Upgrade
A contract with OmniWarn LLC was approved to upgrade the city's Outdoor Warning System sirens with the latest hardware and software. These sirens help ensure safety throughout the community, providing vital warning time to residents who may be outside during an emergency.

Artificial Intelligence (AI) Policy
The Council adopted the City's first Artificial Intelligence (AI) policy. This new policy establishes guidelines for the use of AI technology within city operations. 

Financial and Investment Reports - 4th Quarter
Council reviewed the city's financial performance and investment activity for the 4th quarter, ending September 30, 2025. These quarterly reports provide transparency on the city's fiscal health and how taxpayer dollars are being managed. 

Animal Services Report - 4th Quarter
Animal Services presented their activities for the 4th quarter to Council. 

December 22 Meeting Canceled
The City Council meeting for Monday, December 22, was canceled due to its proximity to the Christmas holiday. 

North Park Update
Staff provided updates and developments on North Park. Including the addition of more than $2,000 worth of aquatic plants from the Texas Parks and Wildlife Department.

Community Economic Development Award 
Haltom City was selected as a recipient of the 2024 Community Economic Development Award (CEDA) from the Texas Economic Development Council. Economic Development Director Robert Briggs presented the award to the Council. This award recognizes communities across Texas for outstanding economic development achievements. This is the first time Haltom City has received this honor. 

Rezoning Approved
Council approved the second reading of a zoning change from M-1 Industrial and C-3 Commercial to M-2 Heavy Industrial for the expansion and construction of a new industrial building for Star Industries at 4040, 4044, and 4048 Glenview Drive. 

Clawzania Conditional Use Permit Approved 
Council approved the second reading of a conditional use permit for Clawzania, an indoor amusement business located inside the new H Mart Plaza at 3940 NE Loop 820, Suite 250. 

Safe Pathways Program Deposit 
Council approved a $13,100 contribution from the owner of 6121 Midway Road to the City’s Safe Pathways Program in lieu of constructing sidewalks. Because this stretch of Midway Road is scheduled for reconstruction, any sidewalk installation would need to be removed during that project. Funds in the Safe Pathways Program are used to build sidewalks in areas where they are most needed. 

Asphalt Patching Machine Purchase 
Council approved the purchase of an asphalt patching truck to support ongoing street maintenance and repair needs throughout the City. 

Engineering Services Selected 
Engineering services for two major reconstruction projects were awarded. LJA Engineering, Inc. will provide services for the Broadway Avenue Reconstruction Project. Kimley-Horn and Associates will provide services for the Midway Road Reconstruction Project. 

Foreign Trade Zone Agreement 
The City entered into a Foreign Trade Zone (FTZ) agreement with Applied Materials. An FTZ is a secure, designated area in the United States that is treated as if it were outside U.S. customs territory. Businesses operating within an FTZ can store, handle, manufacture, or repackage goods before they formally enter U.S. commerce.

Governor’s Community Achievement Award Presentation
Haltom City received a $250,000 Governor’s Community Achievement Award (GCAA) grant for landscape improvements along state rights-of-way. The grant was secured through an application submitted by the Haltom City Beautification Board, which also presented a plaque and certificate to the City in recognition of this achievement. 

Proclamation Honoring Steve Chapman
A special proclamation was presented to Haltom City resident Steve Chapman in recognition of his outstanding contributions to the community. 

Rezoning Requests 
Council approved the rezoning of 6230 and 6240 East Belknap Street from Commercial District C-2 to Industrial District M-1. 

Council also approved the first reading of a zoning change from M-1 Industrial and C-3 Commercial to M-2 Heavy Industrial for the expansion and construction of a new industrial building at 4040, 4044, and 4048 Glenview Drive for Star Industries. 

Fire Department Ordinance Updates
Council approved updates to the Haltom City Fire Department ordinances, bringing the City into compliance with the latest fire code standards. 

Library Grant 
The Haltom City Public Library received approval to accept a grant from the Ladd and Katherine Hancher Library Foundation. The funds will be used to purchase new bilingual children’s learning station computers. 

Clawzania Conditional Use Permit
Council approved the first reading of a conditional use permit for Clawzania, an indoor amusement business located at 3940 NE Loop 820, Suite 250. 

Development Agreement Update
Council approved adjustments to construction milestones for the Pickleball facility located in the 5100 block of Haltom Road. 

Thanksgiving Council Meeting
Council confirmed that it will meet as scheduled on Monday, November 24. 

Police Department Equipment Purchases
Council approved the purchase of two replacement motorcycles for the Haltom City Police Department. 

Additionally, the remaining $24,061.49 from the discontinued red-light camera fund will be used to purchase two new police canine units to replace former dogs.

Anti-Panhandling Awareness Campaign 
Director of Emergency Management Bryce Davis presented a staff report to the City Council on Haltom City’s new anti-panhandling awareness campaign. The initiative aims to address growing public safety concerns, including accidental fires from encampments, while also supporting the community’s most vulnerable residents. As part of the campaign, new signs will be installed at busy intersections to discourage roadside panhandling and direct residents to safer, more effective ways to help.

Haltom Buffalo Broadcast Recognized
City Council recognized members of the Haltom Buffalo Broadcast with a special proclamation celebrating their 10 years of showcasing Haltom City’s community sports and student athletes. 

Police Department Q4 Report
The Haltom City Police Department presented its fourth-quarter report, covering July through September 2025. The Department reported significant reductions in several crime categories compared to the same period last year. Including a 52% decrease in robberies, a 30% decrease in building burglaries, and a 31% decrease in vehicle thefts. 

TMRS Buyback Approved (2nd Reading)
Council approved the second reading of an ordinance related to the Texas Municipal Retirement System (TMRS), allowing former City employees who refund their accounts to buy back prior credited service if they choose. 

Rezoning Requests
Council denied the second reading for the rezoning of 5617 Midway Road, which would have changed the property’s zoning from Commercial District C-3 to Heavy Industrial District M-2. 

Council approved the first reading for the rezoning of 6230 and 6240 East Belknap Street from Commercial District C-2 to Industrial District M-1.

Fire Department Ordinance Updates
The Haltom City Council approved the first reading of an ordinance to update the Haltom City Fire Department’s Ordinances. The Council also approved the first reading of an ordinance to bring the City into compliance with the most recent fire code. 

Reduced Fees Announced
Council passed a resolution amending the city’s fee schedule, which includes lowering the credit card transaction fee from $3.95 to $2.50 and establishing a new $15 processing fee for Texas Alcoholic Beverage Commission (TABC) forms. 

Temporary Easement Expirations
Council approved a resolution acknowledging the expiration of temporary construction easements used during recent improvements along Little Fossil Creek.

Acceptance of Donated Property
 The City accepted a donation of 0.178 acres of land from the Birdville Independent School District.

Diamond Meadows Subdivision Facilities Agreement
Council approved a facilities agreement with Diamond Meadows subdivision. Under the agreement, the developer will replace the utility lines beneath Cedarcrest Drive in front of the housing subdivision, after which the City will repave the road. 

Sidewalk Variance & Safe Pathways Program Contribution
Council approved a variance for the property owner at 2417 Weaver Street, allowing a $16,850 contribution to the Safe Pathways Program in lieu of constructing new sidewalks. These funds will support sidewalk improvements in crucial areas across the City. 

380 Development Agreement
Council approved a 380 development agreement with My Stomping Grounds for the construction of a through road to their facility. The City will reimburse the cost of the project once construction passes inspection.

Academy 4 & Chamber Presentations 
Academy 4, a mentorship program serving 4th graders, shared ways residents can get involved. The program meets once a month on Fridays at John D. Spicer Elementary School. 

The North Tarrant Chamber of Commerce also presented on the role and benefits of destination management organizations, such as visitors bureaus.

Rezoning Ordinance – 1st Reading 
Council approved the first reading of an ordinance to rezone 5617 Midway Road from Commercial District C-3 to Heavy Industrial District M-2. 

TMRS Buyback – 1st Reading 
The first reading of an ordinance was approved to allow former employees to “buy back” previously canceled credited service in the Texas Municipal Retirement System (TMRS). 

Oncor Rate Increase Denied 
On June 26, 2025, Oncor Electric Delivery Company filed a request to increase electric rates, which would have raised the average residential bill by $7.90 per month. After review by the Steering Committee of Cities Served by Oncor, a coalition representing cities’ interests, the increase was deemed excessive. Accordingly, the Haltom City Council voted to deny the proposed rate increase. Oncor now has 30 days to appeal the decision to the Public Utility Commission of Texas. 

Employee Insurance Benefits Policy Change 
Council amended the Insurance Benefits Policy, effective October 1, 2025. The $350 monthly retiree health insurance reimbursement will no longer apply to employees hired after that date. 

Tarrant Appraisal District Nomination 
Council nominated Sayeda Bilqees Syed for the Tarrant Appraisal District Board of Directors.

Library Board Recognition
Haltom City honored long-time resident and volunteer Bonnie Richards with a proclamation recognizing her years of service to the Haltom City Public Library. She was named a Lifetime Library Advisory Board member in appreciation of her dedication to the community. 

Proposed Budget & Tax Rate Approved
Council approved the second reading of the ordinance adopting the 2025-2026 fiscal year budget and tax rate.

TxDOT Railroad Crossing Maintenance
Council approved an agreement with TxDOT to replace railroad markings and signage throughout Haltom City at no cost to the City.

Community Development Block Grant - Water Line Improvements
Haltom City will use federal Community Development Block Grant funds to improve water lines along Eden Avenue and Zelma Street. The project was awarded to Tex-Pro Construction, LLC, and is expected to begin in late 2025 or early 2026. 

Sidewalk Variance & Safe Pathways Program
Council approved a variance for Elliott Electric, allowing the company to contribute $78,890 to the City's Safe Pathways Program in lieu of building new sidewalks at its new facility. These funds will support sidewalk improvements where they are most needed in the City.

Ban on Amusement Machines & Gambling Devices 
Council approved the second reading of an ordinance banning amusement machines, gambling devices, and game rooms within Haltom City limits. The measure is intended to reduce the negative effects linked to these establishments. 

Authorized Financial Signatories 
A resolution was approved designating the officials authorized to execute City financial transactions. Northeast Fire Department Association Membership Council approved an interlocal agreement welcoming DFW International Airport as the 15th member of the Northeast Fire Department Association (NEFDA), a regional fire service organization founded in 1967. 

Waste Connections Rate Adjustment 
Council approved a 0.60% rate increase from Waste Connections, the City’s solid waste services provider. The adjustment is tied to the federal Consumer Price Index and will apply uniformly to all trash pickup services. For example, customers using a 65-gallon cart will see their monthly fee rise from $13.91 to $13.99. Learn more about trash and recycling here

Atmos Energy Rate Adjustment 
Council approved new Rate Review Mechanism Tariffs negotiated through the Atmos Cities Steering Committee. Negotiations reduced Atmos Energy’s original $245.2 million request to $205.6 million, saving participating cities nearly $20 million. 

Updated Fee Schedule 
Council approved updates to the City’s fee schedule. Key changes include a 5.9% water rate increase, passed through from the City of Fort Worth, and a 5% stormwater rate increase to support local drainage projects. 

Investment Policy Update 
Hilltop Securities Inc. was added as an approved broker-dealer under the City’s investment policy, expanding access to competitive investment opportunities and leveraging Hilltop’s municipal finance expertise. 

Conditional Use Permit Denied 
Council denied a request for a conditional use permit for a nondepository financial institution at 4033 E. Belknap Street, Suite 110. 

Land Purchase Extension 
Council approved an extension of the sales agreement for the property at 5319 Glenview Drive. The additional time allows for replatting and access negotiations with TxDOT and neighboring property owners. 

Boards and Commissions Updates 
Council made several board and commission appointments and reappointments. The resignation of Lisa Mais from the Ethics Commission was also accepted.

Sanitary Sewer Lift Station Improvements

Council approved the purchase of four new sanitary sewer pumps and associated electrical installation work for the Glenview West Sanitary Sewer Lift Station. This facility serves the Bellrock Upper North and Northern Cross apartment complexes, as well as the newly developed H Mart Plaza. The upgrades will improve wastewater removal and protect public health and safety for residents and businesses in the area. 

Ray Drive & Ray Court ADA Compliance 

Council approved a change order for the Ray Drive and Ray Court capital improvement project to ensure compliance with the Americans with Disabilities Act (ADA). The project includes full reconstruction of both streets, replacement of sidewalks and driveways, and upgrades to water mains, sanitary sewer lines, and storm drains within the right-of-way. Completion is anticipated in early to mid-spring 2026. 

Ban on Amusement Machines & Gambling Devices – 1st Reading 

Council approved the first reading of an ordinance prohibiting amusement machines, gambling devices, and game rooms within Haltom City limits. The measure aligns with similar ordinances in surrounding cities and aims to reduce negative impacts associated with game rooms. 

The Second Court of Appeals in Fort Worth previously ruled that eight-liners, a type of gaming machine, are unconstitutional lotteries because they are games of chance. A second reading of the ordinance will follow at a future meeting. 

Proposed Tax Rate 

Council approved a proposed property tax rate of $0.557290 per $100 of net taxable value to support City operations and debt obligations. This marks a reduction of $0.0234376 from the previous year’s rate of $0.580727. This is the lowest rate in nearly 20 years for Haltom City. The reduction is partly attributed to record-breaking growth in the City and increased sales tax revenue. 

A public hearing on the budget and tax rate will be held Tuesday, September 2, with a final vote scheduled for Monday, September 8. 

Crime Control and Prevention District Budget Approval

Council approved the budget for the Crime Control and Prevention District (CCPD), which allocates one-quarter of one percent of local sales tax to enhance police services, crime prevention programs, and public safety initiatives. 

While the budget was approved, formal appropriation of funds will occur at a future meeting. The budget will be presented again for ordinance approval at the September 2 City Council meeting. 

Zoning Board of Adjustments Appointment

Council accepted the resignation of Allison Elliot-Roach from the Zoning Board of Adjustments (ZBA) and appointed Phyllis Martinez, previously a ZBA alternate, to fill the vacancy. The ZBA hears and rules on cases involving the enforcement of zoning ordinances within the City.

Police Department Update
The Haltom City Police Department shared a public safety update highlighting year-over-year improvements. Robberies have decreased by 40%, aggravated assaults are down 5%, and vehicle thefts have dropped by 34%. These trends reflect continued efforts in crime prevention and community policing. 

Animal Services Report 
Animal Services presented its third-quarter report, which covered shelter intake and outtake statistics for dogs, cats, and wildlife, as well as calls for service across the city. The report provided insights into animal care, response efforts, and shelter operations. 

Employee Benefits Renewal 
Council approved the annual renewal of employee health benefits. Medical, dental, and vision coverage will continue through Aetna, ensuring continued access to quality care for City employees and their families. 

Rezoning at 5290 Western Center Blvd 
Council approved the second reading of a rezoning request for 5290 Western Center Boulevard, officially changing the zoning from Multifamily Residential to Industrial. 

Economic Development Report 
The Economic Development director presented the third-quarter report for Fiscal Year 2025. Highlights included: 

  • 76 new certificates of occupancy issued 
  • Introduction of over 700,000 square feet of new industrial space 
  • Addition of 183,000 square feet of new retail space

These figures reflect continued growth in Haltom City’s commercial and industrial sectors. 

Emergency Management Briefing 
Haltom City’s Emergency Management Coordinator provided an overview of disaster preparedness efforts. The presentation included ways the City plans for emergencies of all types, how residents can stay informed, and why keeping emergency alerts enabled on mobile devices is critical for personal safety.

Prliminary Budget for FY 25-26
City staff presented the preliminary budget for Fiscal Year 2025-26. This marks the first step in the City's annual budget process, with further discussion to follow in the coming months. 

Tax Rate Office Designated
The Council approved the designation of Tarrant County Tax Assessor/Collector Rick D. Barnes as the designated officer/employee for the purpose of calculating City tax rates.

Easement at Old City Hall Site
Council approved an easement and right-of-way dedication for the former City Hall property. This action facilitates future redevelopment and supports necessary infrastructure improvements in the area.

Pickleball Facility Approved

Code Updates Adopted
Council adopted updated building and electrical codes, aligning with the latest 2024 International Code Council standards. These changes enhance safety, modernize construction requirements, and ensure consistency with regional practices. 

Zoning Change for Wester Center Blvd
A zoning change was approved for 5290 Wester Center Boulevard, reclassifying the site from Multifamily Residential to Industrial. This change supports future commercial and industrial development in an area that is already primarily industrial. 

Oncor Rate Review
Council passed a resolution to suspend Oncor Electric Company's proposed rate changes. This pause allows for additional review and coordination with regional and state municipalities to evaluate the potential impacts on residents.

Quarterly Financial & Investment Reports
Budget Manager Hikmat Qaddoura presented the quarterly financial report for the second quarter of the fiscal year. The report highlighted the City’s revenue and expenditures within both the General Fund and other key funds. Notably, sales tax collections have outpaced totals from both fiscal year 2023 and 2024. Approximately 60% of year-to-date General Fund expenditures have gone toward public safety services.

Controller Elise Loftis provided an update on the City’s investment portfolio. Year-to-date, the City’s book value has increased by nearly $2 million, reflecting a healthy and growing investment position.

New Council Leadership
After each election, the City Council must select a new Mayor Pro Tem and Deputy Mayor Pro Tem. Councilmember Don Cooper was selected as Mayor Pro Tem, and Councilmember Kyle Hantz was selected as Deputy Mayor Pro Tem.

The Mayor Pro Tem is appointed to act as Mayor when the actual Mayor is absent, unable to perform their duties, or there is a vacancy in the mayor's office. The Deputy Mayor Pro Tem is responsible for performing those duties if the Mayor or Mayor Pro Tem cannot do so.

Updated Code of Ordinances
The Council adopted a set of updated ordinances aligning Haltom City's codes with current International Code Council standards. These revisions address regulations related to new construction, existing buildings, property maintenance, plumbing, electrical systems, and more.

New Pickleball Venue
The Council approved the first reading of a conditional use permit for a new indoor pickleball facility at 5000 Haltom Road. The proposed facility will span 54,000 square feet, offering a major recreational addition to the community. 

North Park Grand Opening Recap
Economic Development Director Robert Briggs reported on the successful grand opening of North Park, which took place on Saturday, June 7. The event drew over 2,500 attendees, marking a significant milestone for the City.

Approval of Meeting Minutes and Tax Services 

The Council approved the minutes from both the regular meeting on May 12 and the special session on May 13. During the special meeting, the results of the May 3 election were officially canvassed and adopted. Additionally, the Council approved a three-year agreement with the Tarrant County Tax Office for ad valorem tax billing, collection, and reporting services, which will extend through the 2027 tax year. 

Economic Development Update 

Economic Development Director Robert Briggs delivered the quarterly report, highlighting continued economic growth in Haltom City during the second quarter of the fiscal year. 

Key figures include: 

  • 4.4% increase in sales tax revenue compared to 2024
  • Strong occupancy rates across retail, office, and industrial flex spaces
  • 83 certificates of occupancy issued for new businesses this fiscal year, with 33 in Q2
  • 52 commercial permits issued, with 27 in Q2 

These indicators reflect a robust local economy and help shape business retention, expansion, and recruitment strategies. 

Zoning & Development 

Car Wash Conditional Use Permit

Following public input and deliberation, the Council approved a conditional use permit for a car wash at 5319 Glenview Drive. Comments from both supporters and opponents were heard before the vote. 

380 Development Agreement 

Council approved a 380 development agreement for the sale of .873 acres of City-owned land at the 5000 block of Northern Cross Blvd. The property will be developed by FMJM, LLC for use as personal services and professional office space. 

Transportation & Infrastructure 

Sidewalk Project Near John D. Spicer Elementary 

The Council approved the next step in the Transportation Alternatives Program through TxDOT. The City submitted a preliminary application in February 2025 and is now advancing a resolution to provide matching funds if the project is selected. 

The proposed improvements include new sidewalks along Estes Park and both sides of Aspen Way, enhancing pedestrian access around John D. Spicer Elementary School. 

Appointments & Personnel 

Municipal Judge Reappointment 

The Council reappointed Judge Lorraine Irby as Municipal Judge for the Court of Record and approved the accompanying annual compensation package.

National Public Works Week Proclamation

Mayor Pro Tem Kyle Smith and Mayor An Truong presented a proclamation to members of the Haltom City Public Works team honoring National Public Works Week. Haltom City has nearly 60 employees who serve within the Public Works Department, providing essential infrastructure and services to support everyday life, promoting safety, and improving community well-being.

Originally created in 1960, National Public Works Week is celebrated annually during the third week of May. This week helps to raise awareness of the importance of public works in everyone’s day-to-day lives.

Christi Pruitt Recognition

A special recognition was presented to Parks and Recreation Director Christi Pruitt for her years of service, unwavering dedication, and professionalism within the City. Ms. Pruitt was honored for her visionary leadership and efforts to enhance the quality of life for all Haltom City residents. Christi has demonstrated a strong commitment to fostering community engagement, promoting healthy lifestyles, and creating inclusive recreational opportunities for individuals of all ages and backgrounds.

Mayor Pro Tem Kyle Smith's Farewell

Mayor Pro Tem Kyle Smith bid farewell to members of the Council and City staff. Smith said, “I really enjoyed doing this. I’ve served with some really great councils and some great people. I’ve made friendships that will last a lifetime.”

Following Mayor Pro Tem Smith’s remarks, council members and staff expressed deep appreciation, gratitude, and heartfelt love for him. Many thanks were given for his service, mentorship, and guidance.

Ordinances

A second reading was conducted for two ordinances. The first updates the Uniform Emergency Medical Services (EMS) ordinance to align with the approved interlocal agreement between Haltom City and the City of Fort Worth. The second establishes standards of care for City-operated recreational programs for elementary school-age children.

Texas Anti-Gang Center

The Council approved an administrative agreement that enables the Haltom City Police Department to participate in the North Texas Anti-Gang Center (TAG). The Center facilitates cooperation and collaboration among various law enforcement agencies at the federal, state, and local levels in addressing the threat posed by organized criminal organizations. 

Participation in the Center also provides grant opportunities to enhance the capabilities of participating agencies in deterring, identifying, investigating, and prosecuting offenses related to gangs and other organizations involved in serious criminal activity.

Baker Fossil Creek Group Development Agreement

The Council approved a development agreement with the Baker Fossil Creek Group for the multi-family housing complex situated on Baker Boulevard, directly in front of the Rio Vista Apartments. Development agreements are established when there are modifications to existing infrastructure or significant additions to the City’s infrastructure.

This agreement will enable the developer to reroute the sanitary sewer lines within the publicly dedicated easement. Additionally, the development agreement will permit the developer to extend the water main, creating a looped system.

Sidewalk Variance and the Safe Pathways Program

New developments in Haltom City are required to install sidewalks along the entirety of any property bordering a street within the City. However, the Council may grant a variance from this requirement. In instances where it is determined that the public would not be served by the installation of sidewalks, the Council can accept a payment of $35 per linear foot, which is placed into a special fund, the Safe Pathways Program. This fund is then used to construct sidewalks in areas that better serve the citizens of Haltom City.

The Council granted a variance and approved a deposit into the fund in lieu of sidewalk installation along a portion of the south side of Glenview Drive. This variance was approved because there are no sidewalks on the side of the street where the new construction is being developed.

Professional Service Agreements

On Monday, May 12, the City Council approved three professional service agreements. The first agreement, awarded to the firm Perdue Brandon Fielder Collins & Mott, LLP, is for the collection of delinquent municipal court fines and fees, utility billing, and hotel occupancy tax owed to the City.
The second agreement, awarded to the firm Linebarger Gogan Blair & Sampson, LLP, pertains to the collection of delinquent property taxes owed to the City. The third agreement is for professional external auditing services. The Council selected the firm Weaver and Tidwell, LLP, to perform these services.

Commercial Contract Due Diligence Clause Extended

The City-owned property located at 5319 Glenview Dr. is currently under contract. In the agreement, the buyer was granted a feasibility period, or due diligence clause, set to expire on May 9. The buyer requested that the feasibility period be extended until June 10 in an attempt to resolve the remaining issues, and the City Council approved this extension.

Flea for all Sale

The Friends of the Haltom City Public Library announced the upcoming Flea for All and Crafters Fair during the visitor forum, encouraging attendees to mark their calendars for Saturday, May 17, 2025 from 10:00 a.m. to 3:00 p.m.

This 10th biannual event will offer a wide range of items, including gifts, décor, and delicious jams and jellies. Guests are also invited to enjoy food trucks, a book sale, and a silent auction. Proclamations

Mayor Pro Tem Kyle Smith announced a proclamation designating Monday, April 28, 2025 as Haltom City Public Library Day. Mayor An Truong issued a proclamation honoring the 50th anniversary of the Vietnam War. On Wednesday, April 30, at 10:00 a.m., a special event will honor the sacrifices and resilience of U.S. veterans and our allies, and the 50th Anniversary Vietnam War Commemoration. Flags will be displayed at City Hall.

Quarterly Reports

The Haltom City Police Department presented its 2nd Quarter statistics, highlighting the department’s activities throughout the community.

Ordinances

The Council adopted two ordinances: one that establishes standards of care for City-operated recreational programs for elementary school-age children, and another that updates the Uniform Emergency Medical Services (EMS) Ordinance. 

The Uniform EMS Ordinance aligns with the approved interlocal agreement between the City of Haltom City and the City of Fort Worth.

Official Newspaper & Grants

The Council also approved two resolutions. The first designates the Tarrant County Commercial Record as the official Haltom City newspaper, providing residents and vendors a centralized place to view legally required public notices, advertisements, and bid solicitations. By choosing the Tarrant County Commercial Record, the Council was able to save taxpayers a projected $7,600 to $66,000 a year.

The second resolution was the acceptance of a $250,000 (no city match required) Government Community Achievement Award grant. This grant is managed by Keep Texas Beautiful and funded by TxDOT. This is the fourth time Haltom City has received this grant.

City Council Meeting Canceled

The Council decided to cancel the City Council meeting on Monday, May 26, 2025 because it conflicts with the Memorial Day holiday.

Housing Finance Corporation Lawsuit

The Council authorized the filing of a lawsuit against the Pecos Housing Finance Corporation (HFC), a traveling HFC. Due to a loophole in the state law, traveling HFCs are allowed to remove properties from a municipality's tax rolls without the municipality's consent.

This has led to the practice of certain HFCs within the state purchasing apartment complexes located within the city limits of other cities, hundreds of miles outside their jurisdiction. The suit aims to discourage and potentially prevent these corporations from engaging in this sort of activity until the loophole is closed. 

Haltom City has been proactive, passing a previous resolution demanding that the state change this unethical and unscrupulous practice in the hope of preventing this situation from developing in Haltom City. Now that Haltom has been affected by this practice, the Council has authorized the filing of a lawsuit immediately. 

The city manager and the city attorney clarified there is nothing more that the city council or the city administration could have done or can do other than what we have done to help stop and prevent the traveling HFC’s. The traveling HFC’s are not required to notify municipalities and there is no way to know about the transactions before they occur.

The city attorney did advise that there is proposed state legislation to stop this practice and believes the bill will pass to close this unfair tax exemption loophole.

New City Properties Available

The City Council approved a real estate realtor agreement amendment to market the City-owned properties on Bernice Street. The properties are located at and around 5000 Bernice Street.

New Sanitary Sewer Lines

Kimley-Horn and Associates were awarded a professional services agreement for the Big Fossil Creek Sanitary Sewer Main replacement project. This line will collect wastewater flows from the planned JPI development and the existing Rio Vista apartments.

New Public Works Equipment

The Haltom City Public Works Department's Water & Sanitary Sewer Maintenance Division received approval to purchase a new trench roller and RamJet (Vactor).

The new trench roller will compact the backfill above the water and sanitary sewer mains following repairs, leading to denser compaction and minimizing roadway settlement above the repair site. Meanwhile, the RamJet will replace an outdated unit, improving response times to sanitary sewer overflows.
