Economic Development Updates
Over the past several years Haltom City has made record economic growth and progress. The Economic Development Annual Updates included below summarize this progress and cover topics such as road repair/construction, public facilities, commercial/residential development, and a record decrease in the city tax rate.
These positive gains will serve the community well as we continue to position ourselves to become even more economically competitive and attract the types of businesses and amenities that our great citizens desire and deserve. It is also important to note, over the past several years the City Council has lowered the property tax rate to its lowest rate since 2010. What is most remarkable is how quickly this positive economic turnaround has occurred. The recent record economic growth helped broaden the tax base to a point where we were able to take care of capital needs while significantly lowering the tax rate.
The right kind of development is key to bringing an influx of new money into our city. This ensures the tax burden does not fall predominately on the shoulders of our taxpayers. Other revenue streams are starting to increase significantly. These include such things as our development fees and sales tax. These added revenue streams are finally starting to outpace our property tax revenue, and as a result they are helping to offset residential property taxation. In the past, we had become too reliant on property tax rates to keep up with maintaining aging infrastructure. All this is now changing. According to the State Comptroller, Haltom City is in the top 100 out of all 1,221 Texas cities in producing sales tax revenue. By lowering the tax rate the City becomes even more attractive to potential new businesses and the City is committed to continuing our forward momentum.

Commercial Development Highlights
Commercial development and redevelopment in Haltom City has been very strong over the past couple years, especially along the NE Loop 820 corridor. The new H Mart Shopping Center broke ground in FY24 and was completed in FY25 (pictured below). The shopping center will consist of a large grocery anchor, H-Mart, and over 40 other retail tenants that will include restaurants, bakeries, coffee and tea shops, salons, etc. This 50-acre mixed-use development, located at the Southeast corner of NE Loop 820 and Beach St., is 100% leased as of December 2025 and all stores are expected to open in FY26.
Additional development on the horizon includes an indoor pickleball complex (expected to start construction in 2026), My Stomping Grounds Bar/Restaurant/Entertainment (currently under construction), and there are several other restaurant and hotel concepts in the area expected to begin construction in FY26-27.
Industrial Development Highlights
In recent years, with the additions of new industrial projects like Mercantile 820 (image below), Triad 820, Midway Logistics Industrial Park and more, over 700,000 square feet of new industrial construction space was added to Haltom City. This new space has attracted new businesses to Haltom City like Axjo, Southwest ADI, Wen-Parker Logistics, Retailking.com, etc. and created hundreds of new jobs.
Residential Development
With the addition of neighborhoods High Pointe and developments like Jefferson Drove, Alpine Fossil Creek, and Alpine Creekside, the City has attracted hundreds of new residents. In FY25, the City recorded $17.3 million in new residential value from 564 new residential construction permits. This housing growth includes 655 luxury multi-family units and 44 new single family homes.

COMMERCIAL DEVELOPMENT:
SOUTHWEST ADI
Southwest ADI, a wholesale parts distributor, just received their Certificate of Occupancy for the new Scannell Building at 5301 Denton Highway. They are a large company that will bring lots of good jobs to Haltom City. They are relocating here from North Richland Hills.
DD’s CLOTHING & DEPARTMENT STORE
DD’s clothing/department store (a Ross store) is in the process of moving into the old Big Lots space in Haltom Plaza.
WINGSTOP & FIVE BELOW
Wingstop and Five Below are moving into the Haltom Plaza in the not-too-distant future, according to the Haltom Plaza Property Management.
RESIDENTIAL DEVELOPMENT:
HERITAGE VILLAGE SINGLE-FAMILY SUBDIVISION
Additional building permits have been issued for the Heritage Village single-family Subdivision, located across from the Haltom City Public Library. The construction in this neighborhood is moving much faster than projected.
DG Market Grocer
DG Market Grocery Store opened a new Market store in Haltom City, located at 4020 Denton Hwy, adding additional grocer options to Haltom residents.
INDUSTRIAL DEVELOPMENT:
Blackmon-Mooring Expansion
Blackmon-Mooring expanded to a second location, 3800 N. Beach St., bringing more services and jobs to Haltom City.
FY25 HIGHLIGHTS
COMMERCIAL DEVELOPMENT:
H-MART SHOPPING CENTER
The H-Mart development in Haltom City represents a major new 50-acre mixed-use retail and dining hub anchored by the first H-Mart supermarket on the westside of DFW. The construction for this shopping center was completed in FY25 and will act as a catalyst for broader economic growth, community activity, and job creation in the city. Anchored by H Mart, the shopping center is now fully leased with a mix of impactful tenants expected to open in FY26 including Teso Life (Japanese lifestyle retail), bb.q Chicken (Korean fried chicken), 85°C Bakery Café, CoCo Ichibanya (Japanese curry), The Alley (specialty tea), and a variety of other restaurants, bakeries, cafes, and specialty shops, creating new shopping and dining options that will attract residents and visitors alike.
RESIDENTIAL DEVELOPMENT:
Along with the over 600 new multi-family housing units added to the Haltom City housing market in FY25, the Graham Hart residential development at the former G.W. Haltom Mansion site recently broke ground and will transform the historic estate at 4100 Denton Highway into a new single-family neighborhood featuring over 40 sophisticated homes. Replacing the historic mansion and its grounds, this development will help meet growing local housing demand and increase property values. This project reflects supports Haltom City’s evolving neighborhood character and adds quality housing options within the city. The first homes are expected to finish and hit the market in FY26.
INDUSTRIAL DEVELOPMENT:
Haltom City saw significant industrial growth continue into FY25 with new projects like the Mercantile 820 and Triad 820 projects. Over 700,000 square feet of new private industrial capital investment occurred in FY25 adding modern, strategically located space for logistics, distribution, retail, and manufacturing businesses that support the over 1,100 new jobs created. Key developments include the Triad 820 industrial park, a three building, 137,000 square foot industrial project with high-clear height ceilings and truck ready facilities that attracted well established and growing industries to the area like Axjo (Spool manufacturing from 100% recycled materials).
These investments help diversify and strengthen the local economy and leverage Haltom City's central location to optimize logistics, attract workforce and recruit new business.
