The Haltom City Tax Abatement Program exempts the value of improvements up to 10 years on the construction of a new facility or for the real expansion or modernization of an existing facility. Minimum investment requirements include:
-The total investment must be >$2.5 million
-The investment must create and sustain at least 10, new, full-time jobs
Haltom City is committed to the promotion of high quality development in all parts of the City and to an ongoing improvement in the quality of life for its citizens. Because these objectives are generally served by the enhancement and expansion of the local economy, the City will, on a case-by-case basis, give consideration to providing incentives to stimulate economic development in the City. The decision to approve or deny assistance grants shall be at the sole discretion of the City Council.

The Property Enhancement Incentive Policy (PEIP) offers a 50% matching grant for up to $10,000 on improvements to commercially zoned properties. The PEIP has varying participation limits on the type of enhancement. Some examples of improvements eligible for grant monies include façade enhancements, interior renovation, landscaping, lighting, parking/driveways, pedestrian amenities, signage, utilities and code compliance. U.S. Foreign-Trade Zones (FTZs) are designated areas within the United States that are considered outside of U.S. Customs territory for the purposes of tariff laws and Customs entry procedures. Established under the Foreign-Trade Zones Act of 1934, FTZs aim to promote U.S. economic activity by allowing companies to defer, reduce, or eliminate customs duties on imported goods.
An FTZ is a secure area located in or near a U.S. Customs and Border Protection (CBP) port of entry. Goods may be brought into an FTZ without formal customs entry or payment of duties. Duties and taxes are only paid when the goods leave the FTZ and enter U.S. commerce. If the goods are exported from the FTZ, no duties or taxes are paid.
Permitted FTZ activities include: Storage & Warehousing, Assembly & Manufacturing, Testing, Repackaging, & Relabeling, and Exhibition & Display. Some of the key benefits include: Duty Deferral, Duty Reduction or Elimination, Quota Avoidance, Streamlined Logistics, and Increased Inventory Control.
Texas hosts several FTZ's, one of which serves the DFW region and includes the 820 Mercantile Logistics Park property in Haltom City.

Established in 1983, the Texas Enterprise Zone Program allows local communities, with state approval, to designate areas as "enterprise zones." Businesses operating within these zones may be eligible for state sales and use tax refunds on qualified expenditures, provided they meet certain investment and job creation criteria. The primary goal is to stimulate economic growth in areas that are economically disadvantaged.
The Texas Enterprise Zone program is administered through the Texas Governor's Texas Economic Development & Tourism Office and more information can be found by visiting the Texas Economic Development & Tourism Office's Texas Enterprise Zone Program webpage and Application Portal.
For the 2024 tax year, Haltom City's ad valorem tax rate is $0.580727 per $100 valuation.

Under Section 11.251 of the Texas Property Tax Code, the Freeport Exemption allows businesses to exempt from property taxation the value of goods that:
-Are detained in Texas for 175 days or less;
-Are in the state for purposes such as assembling, storing, manufacturing, processing, or fabrication; and
-Are designed to be shipped out of Texas
This exemption is particularly beneficial for companies engaged in manufacturing, logistics, or distribution, as it can significantly reduce property tax liabilities on qualifying inventory.

To encourage and support new development on vacant land along the IH 820 Corridor, Tax Increment Finance Districts (TIFs) have been created. TIF's assist in funding key public improvements like roads, utilities, parking, and drainage, thereby attracting businesses and enhancing the community.
Currently their are two existing Tax Increment Reinvestment Zone TIFs in Haltom City:
TIRZ #1 - Established in 2014 and encompassing approximately 109acres north of I820, between N Beach St and US 377, aims to facilitate the development of high-quality single family and multi-family residential units, along with retail and commercial development.
TIRZ #2- Established in 2021 and encompassing approximately 725acres along the I820 corridor, focuses on encouraging private investment in targeted areas, particularly those that are underdeveloped, with strong redevelopment potential.
