ZONING BOARD OF ADJUSTMENT CALL TO ORDER
Vice-Chair Cotton called the meeting to order at 5:50PM.
ROLL CALL PRESENT MEMBERS: Anderson, Cotton, Hardin, Karar, Smith, Springfield PRESENT ALTERNATE: Sanders PRESENT COUNCIL LIAISON: Watkins ABSENT MEMBER: Elliott-Roach, Pinkerton ABSENT ALTERNATE: None ABSENT COUNCIL LIAISON: None ADMINISTRATIVE STAFF PRESENT
Glenna Batchelor, Director of Planning and Development Erik Smith, Assistant Director/Planning Project Manager
Mr. Springfield, seconded by Mr. Sanders, approved absences of Mrs. Elliott-Roach and Chairman Pinkerton. Motion passed 7-0-0.
APPROVAL OF MINUTES
Mr. Springfield, seconded by Mr. Sanders, made the motion for approval of the February 12, 2019 meeting minutes as written. Motion passed 7-0-0.
Vice-Chair Cotton went over the meeting format. Applicants were sworn in. SWEARING IN OF ALL PARTICIPANTS THAT WILL GIVE TESTIMONY VICE-CHAIR COTTON OPENED THE ZONING BOARD OF ADJUSTMENT
Application of Susie Lim for a variance to reduce the front yard landscape area in the
“C-3” Commercial District in accordance with Zoning Ordinance O-2002-032-15, Section
21. G. 2. Development Criteria of the Joel Walker Survey, Abstract 1654, Tract 14D & 14E, locally known as 4527 E. Belknap Street.
Staff presented the items.
The legal notice regarding the public hearing was published in the February 9, 2019
Fort Worth Star Telegram.
Written notice of the variance request was mailed to eleven (11) property owners within 200' of the site on February 14, 2019. Staff received three (3) in favor or without objection, none (0) opposed, and none (0) returned to sender.
Ms. Batchelor informed the Board that this case is in preparation of a new 4,805 square foot commercial strip center to be constructed. Demolition of the previous building started September 2017 and completed June 2018. The uses were Rex Grove Auto Supply and Machine Shop and in recent years a couple of different discount furniture stores.
Vice-Chair Cotton opened the meeting for questions of City Staff.
Mrs. Hardin asked about the reason for variance on new construction.
Ms. Batchelor advised of parking spaces and fire lane requirements. Ms. Batchelor also informed the board the applicant was intending to install landscaping in the 18’ X 18’ no parking areas.
Vice-Chair Cotton asked the applicant to make a presentation.
Phillip Saenz advised of need for ten-foot (10') instead of fifteen foot (15') landscaping. If fifteen foot (15') is required, there wouldn't be room for front row of parking spaces. He informed the board if he had to comply with the current ordinance the building size would have to be reduce by about half. Also, they are landscaping the 18x18 no parking areas.
Vice-Chair Cotton opened the meeting to questions for the applicant.

Mr. Springfield, seconded by Mr. Sanders, made a motion to approve the application of Susie Lim for a variance to reduce the front yard landscape area in the “C-3” Commercial District in accordance with Zoning Ordinance O-2002-032-15, Section 21.
