CALL TO ORDER
Chair Adam called the meeting to order at 7:07PM

Commissioner Handschuh, seconded by Commissioner Lindgren, moved to excuse the absence of Commissioners Alcon, Ramsby, Teague, Hantz, Beaty. Motion passed unanimously.
APPROVAL OF MINUTES
Commissioner Handschuh, seconded by Commissioner Lindgren, moved to approve August 25, 2020 Planning and Zoning Commission minutes. Motion passed unanimously.
PUBLIC HEARINGS AND ACTION ITEMS

Application of Stephen Vaughn for a Conditional Use Permit request for a household laundry service facility in the “C-3” Commercial District on Lot A1, Block 9 of the North Hills Addition, being approximately 4.262 acres east of Denton Highway, locally known as 3534 Denton Highway and having a Tarrant Appraisal District Address of 3500 Denton Highway.
Staff presented and clarified the request.
The legal notice regarding the public hearing was published in the August 23, 2020 Fort Worth Star Telegram.
Written notice of the variance request was mailed to twenty-seven (27) property owners within 200' of the site on August 27, 2020. Staff received none (0) in favor or without objection, none (0) opposed, and zero (0) returned to sender.
Chair Adam asked the applicant to come to the podium.
Stephen Vaughn, WaveMax Franchise, said he roots for Haltom City. He went to church here. He said he and his wife would like to start an upscale laundromat in Haltom City. He said they will have discounts for some. Mr. Vaughn said there is a solid waste separator for the lint for each machine. He said there will be a backflow preventer. Average water usage a day is 5,000 gallons a day.
Chair Adam asked where the lint traps were. Mr. Vaughn said they were behind the machines.
Commissioner Stallings asked how many employees and what the hours were. Mr. Vaughn said one employee on and the hours will be 7 am to 10 pm.
Chair Adam asked if they provide bundle services. Mr. Vaughn said they did.
Commissioner Stallings asked if they felt two laundromats this close together will be an issue. Mr. Vaughn said they are a higher quality service provider. They are high efficiency. People can be in and out in an hour.
Commissioner Stallings asked why they picked that spot. Mr. Vaughn said they felt the demographics support this.
Chair Adam asked who the commercial clients were. Mr. Vaughn said it could be a restaurant or someone who wants to drop of bundle items they need folded and returned.
Commissioner Stallings asked if they could do that and stay within 5,000 gallons. Mr. Vaughn said they could.

ACTION BY THE COMMISSION
Commissioner Lindgren, seconded by Commissioner Handschuh, to approve the application of Stephen Vaughn for a Conditional Use Permit request for a household laundry service facility in the “C-3” Commercial District on Lot A1, Block 9 of the North Hills Addition, being approximately 4.262 acres east of Denton Highway, locally known as 3534 Denton Highway and having a Tarrant Appraisal District Address of 3500 Denton Highway.
The motion passed 3-1-0 with Stallings voting against.
Mr. Smith advised Commission that there will be a meeting on September 22, 2020.
