CALL TO ORDER
Chair Adam called the meeting to order at 7:05PM
DETERMINATION OF QUORUM

PRESENT COUNCIL LIAISON: None

Commissioner Handschuh, seconded by Commissioner Stallings, moved to excuse the absences of Commissioner Alcon and Commissioner Lindgren. Motion passed unanimously.
APPROVAL OF MINUTES
Commissioner Handschuh, seconded by Commissioner Stallings, moved to approve January 28, 2020 Planning and Zoning Commission minutes. Motion passed unanimously.
PUBLIC HEARINGS AND ACTION ITEMS
Regular Agenda Items
Application of Charles Scoma, on behalf of El Cala Construction, for a conditional use permit to allow for a contractor’s office (w/shop and garage) located on an approximately 0.8999 acre tract of land situated in the Joel Walker Survey, Abstract 1654, Tract 20G01 Tarrant County, Texas and locally known as 5005 Parrish Road.
Staff presented and clarified the request.
The legal notice regarding the public hearing was published in the January 25, 2020 Fort Worth Star Telegram.
Written notice of the variance request was mailed to sixteen (16) property owners within 200' of the site on January 20, 2020. Staff received one (1)) in favor or without objection, none (0) opposed, and none (0) returned to sender.
Chair Adam asked the applicant to come to the podium.
Charles Scoma, 8300 Cardinal Lane, North Richland Hills, Texas, 76182, is representing El Cala Construction, 5001 Parrish Road, Haltom City, Texas, 76117. This is a long time Haltom City business that has outgrown their current location. Cleaned up property. Office will be for in-house use. Enclosure in back will be for material storage. Garage will be for tools. Parking will be for trucks, trailers and equipment. Will have proper maneuvering surface of concrete or asphalt.
Vice Chair Teague asked if contractor was residential or commercial.
Mr. Scoma said he did work for the highway department, residential and commercial. El Cala has done about thirty (30) properties for him over the past ten (10) years.
Vice Chair Teague asked about the hours of operation.
Mr. Scoma said since they are a construction company, they usually start early about 7:00AM. Depending on the time of year, they would usually be back in by 7:00PM.
Vice Chair Teague asked if they would be open to the public.
Mr. Scoma said no, this would just be for company use because they are out of room across the street.
Vice Chair Teague asked if it is correct that there would be no outside storage. Mr. Scoma said that is correct, there would not be outside storage.
Chair Adam opened the Public Hearing to those desiring to speak (7:15PM)
J. Twig Jones, 5003 Parrish Road, Haltom City, Texas, 76117, said she lives in the house to the west of this property. Manual has improved the property where is he currently operating. Considerate of neighbors and watch out of each other, no objection. He let the residents live in the house across the street for over a year without paying rent before he did the remodel. Excellent neighbor.
Chair Adam closed the Public Hearing (7:17PM) Discussion by the Commission
No further discussion by the Commission.
ACTION BY THE COMMISSION
Commissioner Handschuh, seconded by Commissioner Ramsby, to approve the application of Charles Scoma, on behalf of El Cala Construction, for a conditional use permit to allow for a contractor’s office (w/shop and garage) located on an approximately 0.8999 acre tract of land situated in the Joel Walker Survey, Abstract 1654, Tract 20G01 Tarrant County, Texas and locally known as 5005 Parrish Road.
The motion passed unanimously.
Ms. Batchelor advised Commission that there will not be a meeting on February 25, 2020.
