CALL TO ORDER

Vice Chair Teague called the meeting to order at 7:07PM

Consider action on the application of Grayson CeBallos creating the Preliminary Plat of Lot 1, Block 1 of the Garcia Addition located in the “SF-1” Single Family Residential District, currently referred to as Abstract 472, Tract 16A of the John W Elliston Survey, containing approximately 0.596 acres of land, locally known as 3932 McComas Rd.

Consider action on the application of Grayson CeBallos creating the Final Plat of Lot 1, Block 1 of the Garcia Addition located in the “SF-1” Single Family Residential District, currently referred to as Abstract 472, Tract 16A of the John W Elliston Survey, containing approximately 0.596 acres of land, locally known as 3932 McComas Rd.

The legal notice regarding the public hearing was published in the December 30, 2019 Fort Worth Star Telegram.

Written notice of the variance request was mailed to eighteen (18) property owners within 200' of the site on January 3, 2020. Staff received one (1) in favor or without objection, none (0) opposed, and none (0) returned to sender.

Commissioner Handschuh, seconded by Commissioner Alcon, to approve the application of Grayson CeBallos creating the Preliminary Plat of Lot 1, Block 1 of the Garcia Addition located in the “SF-1” Single Family Residential District, currently referred to as Abstract 472, Tract 16A of the John W Elliston Survey, containing approximately 0.596 acres of land, locally known as 3932 McComas Road.

Commissioner Handschuh, seconded by Commissioner Lindgren, moved to approve the application of Grayson CeBallos creating the Final Plat of Lot 1, Block 1 of the Garcia Addition located in the “SF- 1” Single Family Residential District, currently referred to as Abstract 472, Tract 16A of the John W Elliston Survey, containing approximately 0.596 acres of land, locally known as 3932 McComas Road with the following conditions:

  1. Add 5’ utility easement along north property line of lot 1.

  2. Add Council signature block.

  3. Add front setback to final plat – 25’.

Consider action on the application of David Dang for approval of a replat creating of J.W. Akers 1999 Addition, Lot 1-R, Block 1 from the J. W. Akers 1999 Addition, Lots, 1 & 2, Block 1, located in the C-3 Commercial District, containing approximately 3.1156 acres of land, locally known as 5302 East Belknap Street.

Staff presented and clarified the request.

The legal notice regarding the public hearing was published in the December 30, 2019 Fort Worth Star Telegram.

Written notice of the variance request was mailed to sixteen (16) property owners within 200' of the site on January 3, 2020. Staff received one (1) in favor or without objection, none (0) opposed, and none (0) returned to sender.

Charles Clawson, 6219 Lakeridge Road, Arlington, Texas, 76016, represented the owner and stated they were essentially just eliminating the property line between the two properties.

Commissioner Alcon, seconded by Commissioner Stallings, to approve the application of David Dang for approval of a replat creating of J.W. Akers 1999 Addition, Lot 1-R, Block 1 from the J. W. Akers 1999 Addition, Lots, 1 & 2, Block 1, located in the C-3 Commercial District, containing approximately 3.1156 acres of land, locally known as 5302 East Belknap Street with the following conditions:

  1. Add 30' front setback on East Belknap.

  2. Update dates on plat where necessary.

The motion passed unanimously.

CU-001-20

Consider action on the application of Michael Woods for a Conditional Use Permit for Commercial Amusement (indoors) in the “C-3” Commercial District, containing approximately 5,811 square feet of lease space on Lot 1RA1, Block 1 of the Fossil Creek Park Addition, with a property address being 5600 Denton Highway and a unit address being 5620 Denton Highway.

Staff presented and clarified the request.

The legal notice regarding the public hearing was published in the December 30, 2019 Fort Worth Star Telegram.

Written notice of the variance request was mailed to thirty-five (35) property owners within 200' of the site on January 3, 2020. Staff received none (0) in favor or without objection, none (0) opposed, and none (0) returned to sender.

Vice Chair Teague asked the applicant to come to the podium.

Michael Woods, 4882 Lodgepole Lane, Fort Worth, Texas, 76137, lives close to Haltom City in Fort Worth off Denton Highway and Western Center. Mr. Woods explained that he has had a love for arcades for year. He worked for Chuck E. Cheese in his youth. He has worked for Audi as a Trainer for past ten (10) years. His background is in management. Over time he has acquired various games and got up early to restore the games to their original condition. He currently has 70 games. His belief is there is a resurgence for retro gaming. Mr. Woods believes this is an ideal location and will also tie in well with RollerWorld Northeast and Route 377 Go-Karts.

The business model will be $10 for an all day pass. There will also be a monthly subscription. After 8PM there will be a curfew and it will be 21 years old and up. There will be alcohol available. There will be 2-3 employees during the weekdays and 4 on the weekends. His twin daughters, his wife and he will be employees. One of his goals is to provide any history on the machines with his customers so the can appreciate the history.

Vice Chair Teague asked about beer sales.

Mr. Woods said they would monitor peoples consumption. Commissioner Smith asked about unaccompanied children. Mr. Woods said there would be a hand stamp for kids.

CU-002-20

Application of Kyle Lapointe for consideration of a Conditional Use Permit for manufacturing and assembling operations of commodities including large steel and outdoor storage of construction materials in the “M-2” Heavy Industrial District located on Lot G1, Block 1 of the Fortex Industrial Complex Addition and Tract 20D of the George Akers Survey, A-30, being approximately 4.894 acres north of Midway Road and east of Minnis Drive, having the approximate address of 2528 Minnis Drive.

Staff presented and clarified the request. O-2017-009-15 CU-003-17 was presented to P&Z on February 28, 2017; City Council on 1st reading March 13, 2017 and 2nd reading March 27, 2017. Ordinance expired per Zoning Ordinance, Section 36 - Conditional uses, Paragraph D.1 - A conditional use permit shall be valid for one year from the date of approval unless prior to such expiration date a building permit is issued and construction is commenced or the actual use, if not requiring a building permit, is commenced.

Written notice of the variance request was mailed to six (6) property owners within 200' of the site on January 3, 2020. Staff received none (0) in favor or without objection, none (0) opposed, and none

(0) returned to sender.

Vice Chair Teague asked the applicant to come to the podium.

Kyle Lapointe, 7114 Hovenkamp Avenue, Richland Hills, Texas, 76118, advised that they had financial delay on getting improvements done but are prepared to move forward at this time. He said they are asking for the same thing that was previously approved.
