PLANNING & ZONING COMMISSION

August 13, 2019

 

CALL TO ORDER

Chair Adam called the meeting to order at 7:12PM

 

DETERMINATION OF QUORUM

 

PRESENT MEMBERS: Adam, Alcon, Handschuh, Lindgren, Ramsby, Teague

PRESENT ALTERNATES: Stallings

PRESENT COUNCIL LIAISON: Hilliard

APPROVAL OF MINUTES

Commissioner Handschuh, seconded by Commissioner Stallings, moved to approve July 23, 2019 Planning and Zoning Commission minutes. Motion passed unanimously.

 

PUBLIC HEARINGS AND ACTION ITEMS

 

Regular Agenda Items

 

P-002-19

Consider action on the application of Susie Lim for the Preliminary Plat of Lot 1, Block 1 of the Lim Addition located in the “C-3” Commercial District, containing approximately 0.413 acres of land, locally known as 4527 East Belknap Street.

 

Staff presented and clarified the request.

The legal notice regarding the public hearing was published in the July 28, 2019 Fort Worth Star-Telegram.

Written notice of the variance request was mailed to eleven (11) property owners within 200' of the site on August 11, 2019. Staff received four (4) in favor or without objection, none (0) opposed, and none (0) returned to sender.

Chair Adam asked the applicant to come to the podium.

Phillip Saenz, 4527 E. Belknap, applicant representative/developer, explained there was a substandard building that was demolished. They are wanting to build a 4000sf strip center with a possible restaurant.

ACTION BY THE COMMISSION

Commissioner Handschuh, seconded by Commissioner Lindgren, moved to approve the application of Susie Lim for the Preliminary Plat of Lot 1, Block 1 of the Lim Addition located in the “C-3” Commercial District, containing approximately 0.413 acres of land, locally known as 4527 East Belknap Street.

The motion passed unanimously.

Commissioner Handschuh, seconded by Commissioner Lindgren, moved to approve the application of Susie Lim for the Final Plat of Lot 1, Block 1 of the Lim Addition located in the “C-3” Commercial District, containing approximately 0.413 acres of land, locally known as 4527 East Belknap Street.

Z-005-19

Application of Tommy Cunningham for a zoning change request from “C-2” Commercial to “C-3” Commercial District located on an approximately 0.6639 acre tract of land situated in the Parkdale Gardens Addition, Lot 1R, Block 16, Tarrant County, Texas and locally known as 2240 Carson Street.

 

Staff presented and clarified the request.

The legal notice regarding the public hearing was published in the July 28, 2019 Fort Worth Star Telegram.

Written notice of the variance request was mailed to fourteen (14) property owners within 200' of the site on August 1, 2019. Staff received two (2) in favor or without objection, one (1) opposed, and one (1) returned to sender.

Chair Adam asked the applicant to come to the podium.

Tommy Cunningham, 2240 Carson Street, said this was the revised application from when he was before the Commission before seeking rezone. Mr. Cunningham said he would address the landscaping at the 18’X18’ no parking zone. What we want to do here is allow uses the building was designed for.

Chair Adam opened the Public Hearing to those desiring to speak (7:35PM)

ACTION BY THE COMMISSION

Commissioner Lindgren, seconded by Commissioner Alcon, to approve the application of Tommy Cunningham for a zoning change request from “C-2” Commercial to “C-3” Commercial District located on an approximately 0.6639 acre tract of land situated in the Parkdale Gardens Addition, Lot 1R, Block 16, Tarrant County, Texas and locally known as 2240 Carson Street.

The motion passed unanimously.

Application of Tommy Cunningham for a conditional use permit to allow for a contractor’s office (w/shop and garage) located on an approximately 0.6639 acre tract of land situated in the Parkdale Gardens Addition, Lot 1R, Block 16, Tarrant County, Texas and locally known as 2240 Carson Street.

 

Staff presented and clarified the request.

The legal notice regarding the public hearing was published in the July 28, 2019 Fort Worth Star Telegram.
