PLANNING & ZONING COMMISSION

CALL TO ORDER

Chair Adam called the meeting to order at 7:13PM.

ABSENCES

Commissioner Furrie, seconded by Commissioner Hilliard, moved to approve absences of Commissioner Bowman and Commissioner Chapman. Motion passed unanimously.

APPROVAL OF MINUTES

Commissioner Teague, seconded by Commissioner Handschuh, moved to approve February 12, 2019 Planning and Zoning Commission minutes as corrected. Motion passed unanimously.

PUBLIC HEARINGS AND ACTION ITEMS

Regular Agenda Items Z-004-18

Continuation of the application of David Duong for a Zoning Change request from “M-1” Industrial District to “PD-MF-2” Planned Development – Multifamily District located on a tract of land situated in the J.A. Murrell Addition being Lots 17A, 18A, 19A, 20, 21A, 22A, 23A and 24A, being approximately 1.2769 acres on the west side of Layton Avenue, locally known as 4225 Bernice Street.

Staff advised that applicant requested to table until an undetermined future date via email on February 22, 2019 at 10:58AM. The applicant is meeting with his engineer

and legal counsel to reduce the number of apartments in the rezoning request; prepare a shared parking facility agreement with the adjacent property and prepare new architectural drawings for the project submittal. In addition, Mr. David Duong agrees to reimburse the Haltom City Planning Department to re-advertise the public hearing for this project.

CU-001-19

Application of Thomas Doyle, on behalf of Tyss Investments, for an amendment to ordinance O-2018-027-15 a Conditional Use Permit for tire and battery sales store uses in the “M-2” Heavy Industrial District located on Lot 1, Block 1 of the Freeman Addition, being approximately 0.7545 acres on the west side of Denton Highway, locally known as 5837 Denton Highway.

Staff presented and clarified the request.

Chair Adam asked the applicant to come to the podium.

James with Cap-it, 5837 Denton Hwy, said the truck camper shells are their #1 selling line item for their business. The demo trailer is approximately 4’ x 6’ with pop-up tent for storage unit or sleeping area.

Commissioner Hilliard asked why they didn't address this request on the first submittal. James responded that they thought the display only pertained to tires.

Commissioner Hilliard asked about the size of the canopy displays. James said the racks are about 7 'x 6'.

Commissioner Hilliard asked why they need the 32'x12' display area.

James said the racks are displayed on an angle in that area and that is also where the trailer is placed.

Commissioner Teague asked what is the purpose of the trailer with tent.

James said it is primarily for off-road use. The trailer has a pop up that can be used as a tent to sleep in.

Chair Adam opened the Public Hearing (7:31 PM)

Mary Hunter, 3413 Meadow Oaks, said she wished there were more businesses in Haltom City like this one. They are profession and this business is well done.

Chair Adam closed the Public Hearing (7:32 PM) Discussion by the Commission

No discussion.

ACTION BY THE COMMISSION

Commissioner Stallings, seconded by Commissioner Teague, to approve the application of Thomas Doyle, on behalf of Tyss Investments, for an amendment to ordinance O-2018-027-15 a Conditional Use Permit for tire and battery sales store uses in the “M-2” Heavy Industrial District located on Lot 1, Block 1 of the Freeman Addition, being approximately 0.7545 acres on the west side of Denton Highway, locally known as 5837 Denton Highway.

Motion to approve the Conditional Use Permit amendment passed 6-0-0.

STAFF UPDATE

Next Planning & Zoning Commission meeting will be on Tuesday, March 12, 2019.
