MINUTES PLANNING & ZONING COMMISSION
CALL TO ORDER
Chair Adam called the meeting to order at 7:30PM.

APPROVAL OF MINUTES
Commissioner Chapman, seconded by Commissioner Hilliard, moved to approve March 12, 2019 Planning and Zoning Commission minutes as written. Motion passed unanimously.
PUBLIC HEARINGS AND ACTION ITEMS
Regular Agenda Items Z-003-19
Application of Jaye Arsement for an amendment to ordinance O-2002-001-15 to amend the text of the “PD-C-2” Planned Development Commercial District and site plan on Lot 1, Block 1 of the Burchfield Addition, locally known as 3501 Webster Street (Tarrant Appraisal District) and known as 3501 Denton Highway (local address).
Staff presented and clarified the request.
Request for amendment to O-2002-001-15 Z-056-01 signed 02-11-2002.
Chair Adam asked the applicant to come to the podium.
Jaye Arsement advised that she wants to develop a coffee shot with tea, smoothies and some food. Will be losing rock fireplace for drive thru. Owner of RE:defined Coffee House in Grapevine has been contracted as consultant for one (1) year.
Commissioner Teague asked if Jaye would be working at business. Mrs. Arsement said not on a daily basis.
Commissioner Teague asked how many employees.
Mrs. Arsement said one (1) manager and three (3) employees. Commissioner XXX asked about parking.
Staff advised parking is calculated at 1:150sf. Commissioner Chapman asked about the volume of traffic.
Mrs. Arsement said they are projecting 100 cups of coffee a day. Commissioner Chapman asked about hours of operation.
Mrs. Arsement said they are thinking around 8:00AM to 10:00PM at the latest. Depends on the time of year, daylight hours and demand for product.
Chair Adam asked about plans for back/west area.
Mrs. Arsement said they have been trying to think of options for this area but have not found the right development so they are starting with this coffee shop.
Chair Adam asked if they would be recycling coffee grounds. Mrs. Arsement said she would look into that.
Chair Adam opened the Public Hearing (7:XXPM)
James Thomas, Revere, said his biggest concern is the potential increased traffic in their neighborhood.

ACTION BY THE COMMISSION
Commissioner Hilliard, seconded by Commissioner Furrie, to approve the application of Jaye Arsement for an amendment to ordinance O-2002-001-15 to amend the text of the
“PD-C-2” Planned Development Commercial District and site plan on Lot 1, Block 1 of the Burchfield Addition, locally known as 3501 Webster Street (Tarrant Appraisal District) and known as 3501 Denton Highway (local address) with the stipulations that
(1) the hours of operation are limited to Monday thru Sunday from 6:00AM to 10:00PM and (2) the west single approach on Webster Road will be right/west turn only.
Motion to approve the Planned Development amendment with stipulations stated above passed unanimously.
Ms. Batchelor advised there will not be a meeting on Tuesday, April 23, 2019.
