The Haltom City Public Library Board held its October regular meeting on Tuesday, October 22, 2019 in the Haltom City Public Library Board Room, 4809 Haltom Road, Haltom City, with the following Library Board members present:


Rexanne Grove Patsy Sullivan Clare Juarez Amanda Hughes Donna Peterson Bonnie Richards Loretta DuBois

Walter Grow – Council Liaison


Absent: Bette Bronstad


Also Present: Lesly Smith, Library Services Director Fabiola Penrod, Administrative Secretary




Rexanne Grove called the meeting to order at 6:05 p.m.






  1. Approval of Minutes


    Amanda Hughes made a motion to approve the minutes of the Library Board meeting held on September 24, 2019. Clare Juarez seconded the motion. Motion carried.




  2. Directors Monthly Report


    Lesly Smith presented the following to the Board:


    General Information


    Meeting Room

    The meeting room and the 3 study rooms have been repainted. Are looking for chair rails to install in the meeting room to help preserve the walls. Due to cost re-thinking resurfacing of the write boards.


    Staff Training Day

    Monday, October 14th was training day. This day was chosen because many people already think the library is closed due to the Columbus Day holiday. Rex Phelps, Assistant City Manager, presented an abbreviated version of E to the 4th Power (positive thinking, community engagement). The rest of the day was used for transitioning over to the bookstore model (Book Industry Standards and Communications – or BISAC for short) classifying collection.

    Interlibrary Loan (ILL)

    We are preparing to eliminate the $3.00 fee. No fees for ILL. This is because we are receiving payment for postage.



    Halloween Book Cover Art – display by Melinda Williams; Doris Mobley paintings; Art in the City hosted their fall art exhibit on Friday & Saturday, October 11th & 12th; Electrical Power is Blowing in the Wind – interactive exhibit on loan from the University of TX at Dallas (where we secure the STEM kits for Super Science Saturdays).


    Outreach Services

    No new appointment to vacancies yet. Vacancies: 1 part time clerk & 2 part time page. Rosa Aguero, page, has recently resigned.


    Overdue Fines

    As reported in September’s Director’s Report All MetrOPAC libraries except Watauga will be fine free starting October 1, 2019. There is a change (changed from last September’s report) with waiving old fines from the other MetrOPAC libraries. Details are still being worked out but at the present time we can waive other MetrOPAC libraries’ fines here and the patron does not have to travel to the other library to have this accomplished (except for Keller & Watauga Public libraries). Also, we are increasing the patron fee block (for lost & damaged items) from $5.00 to $50.00.


    Boards & Commissions Banquet

    Erica will be attending the above in my stead. If you haven’t already RSVP’d October

    22nd, is the deadline.


    For programming, Lesly referenced the monthly October Newsletter.


    A small discussion was held about several programs. Lesly reminded the Board of the donations the library is currently accepting as well as volunteer opportunities available.


  3. Friends of the HCPL Report


    Ms. Patsy Sullivan presented the following:


    • Provided volunteers for “Creepy Cupcakes” on October 10th.

      • Lots of cup cakes provided but people who had made reservations did not show up.

    • Also volunteers for Costume Swap on October 19th.

      • Very successful, over 200 people showed up for this event and there were enough costumes for everyone.

    • We are asking for help for large bags of candy for “Hoowling Halloween”.

      • Please bring to the library on Tuesday, October 29th. The event will be on Wednesday, October 30th.

      • The Friends will provide volunteers.


  4. Long-Range Plan


Rexanne Grove asked all Library Board members to reference their “Library Board Documents” binder recently distributed. The Board began by reviewing how the library stands in the TX Library Standards. Both Enhanced and Exemplary standards were discussed. Along with reviewing the library’s standing, short discussions were held about how to incorporate unmet standards into the future Long-Range Plan. The Board will continue to discuss standards in the future meetings.




The joint November/December meeting will be on November 26, 2019.




Ms. Bonnie Richards reminded Board about Board and Commissions Banquet. Lesly reminded them of the RSVP deadline.
