The Haltom City Public Library Board held its June regular meeting on Tuesday, June 25, 2019 in the Haltom City Public Library Board Room, 4809 Haltom Road, Haltom City, with the following Library Board members present:

Rexanne Grove Patsy Sullivan Clare Juarez Bonnie Richards Teresa Cabano Loretta DuBois Donna Peterson

Absent: Bette Bronstad

Walter Grow, Council Liason

Also Present: Lesly Smith, Library Services Director Fabiola Penrod, Administrative Secretary Erica Gill, Assistant Library Services Director


Rexanne Grove called the meeting to order at 6:02 p.m.


Introduction of the new Library Board member, Clare Juarez.


  1. Approval of Minutes

    Loretta DuBois made a motion to approve the minutes of the Library Board meeting held on May 28, 2019. Patsy Sullivan seconded the motion. Motion carried.




  2. Boopsie Library App Presentation

    Assistant Library Services Director, Erica Gill, gave a presentation to the Library Board which included screenshots and instructions on how to download and use Boopsie. She provided information on how it works and the convenience of having the library’s website in the palm of your hand via the app. A small discussion was held after the presentation and several members of the board downloaded the app.

  3. 2019 – 2020 Budget Review

    Rexanne Grove asked if there were any updates on the budget. Lesly answered several questions form the Board about Fathom and the library donation fund. Lesly passed out the City Budget calendar, which includes all the budget meeting dates, to the Board.

  4. Directors Monthly Report

    Lesly Smith presented the following to the Board: Library Network

    Network was inoperable again (for 8 days) including Wi-Fi (for entire City) and Library Internet down for day and a half (when we were hosting 2 days of Coding Camp for Tweens; IT Department rescued program allowing us to utilize a hotspot).

    Looking Into

    Credit card machine for coin op. for printer; people counter for doors (previous one was

    liberated); new Java Joe’s coffee machine.


    The Haltom City Garden Club purchased a new lectern for the library.

    Security Cameras

    Question: After VANessa was vandalized the question of why we don’t have better cameras was raised. Answer from IT Department: Good cameras are expensive and they would take a lot of bandwidth which is needed for other things.

    Friends News

    Flea for All – 2nd sale. Dates: Saturday, September 14th, rain date September 21st.

    Book Sale netted over $2000. The books were sold at 50% of their usual prices.

    Programs at the Library

    The Book Club for Adults, Coloring & Cookies for Grownups, Dance Fitness @Library (conducted by staff members, Fabiola Penrod & Kansas Terry), Super Science Saturdays (SSS), Teen Anime Club, Game On!, Teen Advisory Board, GED classes continue through June 27th, Peer 2 Peer Support Group (for veterans; co-sponsored by Library), Coding Camp for Tweens (2 days), Story Times – Tuesdays, Wednesdays, Thursdays & Fridays, also on Tuesdays is Tinker Tuesday & Thursdays is Imagination Station, both come & go; passive programming. On the last Thursday of each month Toddler Sensory Playdate (explore the 5 senses through creative free play) will replace Baby Jamboree (story time on Thursdays), WIC Sign-up, Galaxy in a Bottle (for teens), Teen Trivia, Summer Reading Club Kickoff: Space Magic on May 31st, Family Night:

    Father’s Day Craft Edition, Galaxy T-shirts (for adults).

    Summer Reading Club (SRC)

    Kickoff, Friday May 31st. Runs May 31 – August 3, 2019. See Library newsletter for full schedules, children & teens. Programming 5 days per week.


    This is the new software for SRC registration. This was launched on May 31, 2019. Register, either online (online registration is new this year for HCPL) or by paper, for the SRC. Visit library’s website for online registration. Very easy.

    Birdville Reads

    Joint Summer Reading Program Kickoff (third annual) with BISD & public libraries of BISD - Haltom City, Hurst, NRH, Richland Hills & Watauga. Date of kickoff was Saturday, June 1, 2019. Attendance was 1500 people. Activities included 501st (Star Wars) characters, free books, vehicle petting zoo, animal petting zoo, roaming costumed characters from Artisan Center Theater, face painter, balloon artist, roaming costumed book characters “Pete the Cat”, “Elephant & Piggie”, vertical rush inflatable slide, rock climbing & more. Each library had a booth with information and activities for attendees.


    The Moon - Alison Long has secured the display (through her connections with Lunar Planetary Institute). HCPL will be one of only 40 libraries per year that can borrow this

    exhibit. Display on loan from Lunar Planetary institute/Universities Space Research Association. This exhibit has 3D images & comes with 100 pairs of 3D glasses. For 3 months.

    Gearing Up – display on loan from the University of TX at Dallas (UTD). Interactive display on gears. UTD loans the Library its monthly STEM kits for Super Science Saturdays.

    Lesly answered several questions for the Library Board.

  5. Friends of the HCPL Report

    Ms. Patsy Sullivan presented the following:

    • Summer Reading Program

      • May 31st – August 3rd

      • Friends will be volunteering

      • She gave several stats on readers subscribed and active readers.

    • Flea For All 2.0 is scheduled for Sept. 14th. Information on becoming a vendor was presented as well as encouragement to attend and aid the Friends.

  6. Long Range Plan

Donna Peterson made a motion to table discussions of the Long-Range Plan.

Patsy Sullivan seconded the motion. Motion carried.


The next meeting will be on July 23, 2019.
