The Planning & Community Development Department provides a focal point of all development within Haltom City by providing coordination between the members of the community/developer and various City departments. The Planning Department prepares and submits land use related reports to the City Council, Planning and Zoning Commission and Zoning Board of Adjustments. The Planning Department is primarily responsible for administering all land use related ordinances and statutes in adherence to the policies established by the City Council while employing such managerial techniques needed to assure efficient utilization of the City's resources.
The Haltom City Building Inspection Division strives to maintain updated regulations that provide for safety and appropriate access to all buildings in Haltom City. The division provides an effective program for timely reviewing, inspecting and permitting of construction, renovation and occupancy of all buildings and their appurtenances. Fair and impartial treatment is given to all citizens, builders, contractors and developers.
The Planning & Zoning Commission meets on 2nd & 4th Tuesday of each month at 7:30 p.m. Zoning Board of Adjustments (ZBA) meets on 2nd & 4th Tuesday of each month at 5:30 p.m. Both meetings are held at the City Hall Municipal Complex, 5024 Broadway Ave.

On October 12, 2020, the Haltom City Council updated development codes by adopting the following codes with local amendments:
Do I need a permit for a 10' x 12' accessory building?
No, any building larger than 10' x 12' will require a building permit.
What classifies as a detached garage?
In the City of Haltom City, building codes and ordinances have been enacted and amended by city council to ensure good, safe buildings. The permitting process is used by the City as a means of tracking construction work as it progresses. The property owner and the contractors are jointly responsible for obtaining the proper permits. All contractors must be registered with the City in order to obtain permits. Resident homeowners are exempt from the contractor registration requirements for performing their own work.
Residential fees are a set fee and are based on the project. Fees can be found by looking at our Fee Schedule. Commercial fees are based on valuation.

Does the general contractor need to be registered with the City of Haltom City?
Yes, the contractor will need to register prior to the submitting the building application. General contractors can register online. Please upload your driver license and certificate of insurance with City of Haltom City with address as certificate holder when requesting registration.
What constitutes the change out of hard wired smoke detectors and new GFCI plugs?
Any service change out requires hard wired smoke detectors and GFCI plugs.
Do I need permit for flag pole?
No, a permit is not required.
Does flatwork need to be permitted?
Drive approaches will need to be permitted by a licensed & bonded right-of-way contractor. Flatwork that is for future construction requires a building permit with an engineer stamped drawing. Any slab larger than 10'x10' will require a general repair permit and site plan.
Effective July 17, 2014, the City of Haltom City requires a building permit for foundation repair. A residential foundation repair permit fee is $175. Commercial fees are based on the value of work disclosed with the permit application via a bid, contract or estimate. An original engineer's sealed letter of required repairs must be submitted with the permit application and must adequately describe the location of piers and footings. Prior to calling for final inspection, an original engineer's final report shall be submitted to the City that verifies repairs were performed to engineered specifications.
Permits are the first step in the City building approval process; inspections are the second step. Inspections are required throughout the course of a project to ensure that quality work has been performed. The contractor must request that the City perform the property inspections at the proper stage of work. At the time of the final building inspection a certificate of occupancy must be obtained on new and exiting commercial property before it can be utilized. Property owners should not release a contractor until a final inspection has been conducted.

An inspection is required for all construction or work for which a permit is required and shall be subject to inspection by the building official/inspector and all such construction or work shall remain accessible and exposed for inspection purposes until approved by the building official/inspector.
The person performing the work for inspection or the general contractor is responsible for scheduling and ensuring the work is ready for inspection. Approval as a result of an inspection shall not be construed to be an approval of a violation of the provisions of this code or of other ordinances of the jurisdiction. Inspections presuming to give authority to violate or cancel the provisions of this code or of other ordinances of the jurisdiction shall not be valid. Depending upon the type of permit and work to be performed, you may establish an inspection at the time of permitting, or by calling the Inspections Department at 817-222-7730. The telephone is answered by the Permit Technician unless she/he is on another line, away from her/his desk, or assisting customer(s) at the counter. Voice mail messages may also be left after business hours.
The information needed to request an inspection is the job address, what type of inspection you are requesting, whether you wish a morning or afternoon inspection, and your name and a call-back phone number.
Inspection fees are paid at the time of permitting and are included in the Building Permit fees, which are based on the dollar value of the construction being done. A reinspection fee may be assessed for each inspection or reinspection where the work the inspection was called for is not complete or when corrections were not made. Reinspection fees are $75.

Once your plans are finalized and you've selected a contractor, instruct the contractor to obtain the proper permits. If the contractor requires the owner to reimburse for the permit fee, ask for a receipt. Fees are determined by the value of the project and therefore may vary from project to project.

Why do I need to supply the decking thickness on the application if I'm getting a decking inspection?
Decking should be check by contractor before submitting application. The decking inspection is to verify the thickness so you may proceed with the new felt and shingles. If thickness is not met then contractor/homeowner will have to contact insurance company to get approved.
