CITY COUNCIL AND STAFF BUDGET WORKSHOP

A Special Meeting by the City Council of the City of Haltom City, Texas, was held on June 15, 2020, at 6:00 p.m., with the following members present:

Staff Present: Rex Phelps, City Manager; Sidonna Foust, Assistant City Manager; Art Camacho, City Secretary; Cody Phillips, Police Chief, Brian Jacobs, Fire Chief, Glenna Batchelor, Planning and Community Development Director; Dave Klopfenstein, IT Director; Keith Fisher, City Engineer; Christi Pruitt, Parks and Recreation Director; Hikmat Qaddoura, Budget Analyst; Selina McBeth, Assistant Finance Director, Jon Stevenson, Assistant Finance Director; Lesly Smith, Library Director; Erica Gill, Assistant Library Director; and Greg Van Nieuwenhuize, Public Works Director. Trent Petty, of Petty and Associates, was also present.

CALL TO ORDER - Mayor Truong called the Budget Workshop to order at 6:00 p.m.

DISCUSSION

  1. Discussion on Strategic Planning, Short and Long Term Goals. City Manager Phelps began the Workshop with a presentation on Strategic Planning for 2021, which included economic challenges, Vision and Mission Statements, the COVID 19 budget considerations, and the ratio of personnel per capita in the neighboring cities. He also addressed the 2020 long- term strategic goals, budget strategies for 2021, possible alcohol legalized sales, the need for a water/sewer rate study, and current pending expenditures.

  2. Discussion on Upcoming Budgetary Issues and Priorities for FY 2020-2021. Public Works Director Greg Van Nieuwenhuize addressed the budgetary issue of bond street repair with a list of potential projects, including the railroad crossing at Glenview Drive. He also addressed the Quiet Zone Project status at Glenview Drive and North Haltom Road. Parks and Recreation Director Christi Pruitt presented possible future plans for the NEO Park, which included an amphitheater, solid-structured amusement tables and game boards, and a possible lake/large fountain center pond.

    Assistant City Manager/Finance Director Sidonna Foust presented the projected property and sales tax revenues, the comparison with other neighboring cities, preliminary tax rate calculations, decision package requests, and the financial summary. A discussion was held regarding construction projects in north Haltom City, Law Enforcement Center Bond Election in November, a future bond election for City Hall, federal funding, and Community Relations.

City Manager Phelps expressed his thanks to the Council and Staff for their patience and understanding and Mayor Truong also thanked the citizens attending the Workshop.

Mayor Truong adjourned the Budget Workshop at 7:21 p.m.
