A Regular Meeting by the City Council of the City of Haltom City, Texas, was held on March 9, 2020, at 7:00 p.m. at City Hall, 5024 Broadway Avenue, Haltom City, Texas, with the following members present:

Council Place 6 Ricky Brown was absent.

Staff Present: Rex Phelps, City Manager; Sidonna Foust, Assistant City Manager; Wayne Olson, City Attorney; Art Camacho, City Secretary; Glenna Batchelor, Planning and Community Development Director; Cody Phillips, Police Chief, Selina McBeth, Assistant Finance Director, Brian Jacobs, Fire Chief, Lesly Smith, Library Director, and Greg Van Nieuwenhuize, Public Works Director.


CALL TO ORDER - Mayor Truong called the Worksession to order at 6:00 p.m.

VISITORS/CITIZENS FORUM - No citizen came forward.

PRESENTATION – Community Enrichment Center (CEC) – Randy Clinton, CEO of CEC, presented a PowerPoint program illustrating their community involvement with families, financial, food, education, housing and job placement. He also included presented several procedures to assist those to break the poverty cycle and family violence. A discussion was held regarding city involvement with housing programs and volunteerism.

Haltom Hospitality Development Update – Al Karmali, property developer, provided an update on the projected hotel off North Loop 820 that included a listing of delays concerning the title clearance and the base slab financing. Also with him was Matt Maleski, of MSF Construction Group, who provided additional information regarding the construction project. A discussion was held concerning the time deadlines and project development. In addition, Mr. Aron Fogle, of the local Hoffbrau restaurant, spoke of the new projected placement of the restaurant at the location and thanked Haltom City citizens for their support.

Mayor Truong closed the Worksession at 6:34 p.m. and called for an Executive Session.


Chapter 551 of the Texas Government Code

As authorized by Section 551.071, the City Council reserves the right to adjourn into Executive Session at any time during the course of this meeting to seek legal advice from the City Attorney about any matters listed on the agenda, in addition to the following matters:

Consultation with the City Attorney pertaining to any matter in which the duty of the City Attorney under the Texas Disciplinary Rules of Professional Conduct may conflict with the Open Meetings Act; including discussion of any item posted on the Agenda; to seek legal advice on open meetings, open records, code of ethics and conflicts of interest, appointment and role of board of adjustment, and pending litigation and settlement offers for the following cases:

  • Flynn v. Haltom City EDC

  • James H. Watson v. City of Haltom City

  • Joe Williamson v. City of Haltom City

  • Nicklaus Forrest v. City of Haltom City

    Section 551.072 – Deliberations about Real Property - Deliberation regarding the purchase, exchange, lease or value of real property, and property owned or leased by the City and the EDC, including city buildings.

    Section 551.074 – Personnel

    Deliberation regarding the appointment, employment, evaluation, reassignment, or duties of the City Secretary.

    Mayor Truong closed the Executive Session at 6:56 p.m.



    Mayor Truong called the meeting to order at 7:05 p.m. and noted the absence of Council Member Brown. He also commented on the current Coronavirus threat and prevention.


    City Manager Rex Phelps gave the Invocation and led the Pledge of Allegiance and the Texas Flag Pledge.

    ANNOUNCEMENTS/EVENTS – City Secretary Art Camacho read the following:

  • The HC Public Library lists the children, teen, and adult programs on the website

  • AARP Tax Preparation Assistance – Thursdays – 12-3 p.m. – registration is required

  • Computer Classes in both English and Spanish are at the Library

  • DIY Wednesday craft will be Funfetti Candles on March 11th

  • Sweet Spring Break begins Monday and ends Friday, March 13th

  • 2020 Fine Arts Scholarship Applications is underway until March 20th

  • Friends Helping Friends will host a Burgers-n-Bingo on Saturday, March 21st

  • Images of Haltom City photo contest deadline is April 6th

  • Haltom City CARFEST will be Saturday, April 4th at Haltom High School

  • Traffic closures will be at Hires Lane and Fincher.


K-9 Retirement – Police Chief Cody Phillips honored Sgt. Scott Russell and his canine partner “Filo” on their service in the K-9 Department for nine years of service. Chief Phillips also introduced the new dog “Ghost” in the K-9 Department with handler Officer Raymond Browder. Hometown Hero Award – Fire Chief Brian Jacobs and Battalion Chief Chaise Hudson, presented a Certificate of Recognition from Haltom City and an accommodation from State Representative Stephanie Klick to Ms. Tracey Wells on behalf of her heroic effort in stopping in her car to notify a sleeping home owner their house was on fire.

PROCLAMATION – Achievement of Library Excellence Award – Library Director Lesly Smith was presented with a proclamation honoring the Haltom City Library for an Achievement of Library Excellence Award.


  1. Minutes – Consideration and/or action regarding approval of the Minutes of February 24, 2020. Council Member Grow moved, seconded by Council Member Vanzant, to approve the Minutes of February 24, 2020. The vote was unanimous. Motion carried.

  2. Ordinance No. O-2020-008-15 (CU-004-20) – Consideration and/or action on the application of Charles Scoma, on behalf of El Cala Construction, for a conditional use permit to allow for a contractor’s office (with shop and garage) located on an approximately 0.8999 acre tract of land situated in the Joel Walker Survey, Abstract 1654, Tract 20G01 Tarrant County, Texas and locally known as 5005 Parrish Road. 2nd Reading. Planning and Community Development Director Glenna Batchelor presented the agenda item. Council Member Grow moved, seconded by Mayor Pro Tem Thompson, to approve Ordinance No. O-2020-008-15 (CU-004-20) – second reading. The vote was unanimous. Motion carried.

  3. Fee Schedule – Consideration and/or action regarding approval of Resolution No. R-2020- 009-03 revising the FY 2020 fee schedule. Assistant Finance Director Selina McBeth presented the agenda item and a discussion was held regarding water meter charges. Council Member Grow moved, seconded by Mayor Pro Tem Thompson, to approve Resolution No. R-2020-009-03. The vote was unanimous. Motion carried.


  4. Staff Report

    Information Packet on Haltom City Law Enforcement Center – Police Chief Cody Phillips presented the packet, consisting of factual information only. A discussion was held regarding the projected increase of police officer in relation to the new homes being built in north Haltom City.

    Recent Street Work/Maintenance Activities – Public Works Director Greg Van Nieuwenhuize presented a PowerPoint that included the 3/8 cent street maintenance sales tax usage, revenue, past street reconstruction and future projected overlays and repairs.


  5. Discussion on items to be placed on future agendas. No items were presented.


  6. Resignations of Board/Commissions/Committee Members – Consider approval of the resignations of Board/Commission/Committee Members. There were no resignations.

  7. Appointment/Reappointment to Boards/Commissions/Committees – Consider approval regarding appointments to Boards/Commissions/Committees. There were no appointments or reappointments.


  8. Attendance Requirements – Consideration regarding excused absences of Council Members according to Article III, Sec. 3.07 (a). Attendance Requirements of the Haltom City Charter. Council Member Grow moved, seconded by Council Member Soule, to approve the excused absence of Council Member Ricky Brown. The vote was unanimous. Motion carried.

Council Member Vanzant mentioned that on March 17, 2020, a petition drive will be started to show support from citizens of sponsorship for businesses to come to Haltom City and it will be held in front of the closed Kmart building.


Mayor Truong called for an Executive Session at 7:52 p.m.


Take any action deemed necessary as a result of the Executive Session. The Council returned from Executive Session at 8:32 p.m. Council Member Weast moved, seconded by Council Member Grow, to approve a 7% raise for City Secretary Art Camacho. The vote was unanimous. Motion carried.


Mayor Truong adjourned the meeting at 8:33 p.m.
