CITY COUNCIL WORKSHOP

January 20, 2020

 

A Workshop Meeting by the City Council of the City of Haltom City, Texas, was held on January 20, 2020, at 7:00 p.m. at City Hall, 5024 Broadway Avenue, Haltom City, Texas, with the following members present:

Staff Present: Keith Lane, City Manager; Rex Phelps, Assistant City Manager; Art Camacho, City Secretary; Sidonna Foust, Finance Director; Glenna Batchelor, Planning and Community Development Director; Erik Smith, Assistant Planner/Project Director; Cody Phillips, Police Chief; Tom Myers, Police Sergeant; Code Enforcement Officers - Darla Suleki, Randy Kibler, Chris Warren, Robyn Carr; Keith Fisher, City Engineer; Street Department Personnel - Jonathan Elliott, Brock Coleman, Robert Bateman, Taylor Albreath, and Greg Van Nieuwenhuize, Public Works Director.

CALL TO ORDER - Mayor Truong called the Workshop to order at 6:00 p.m. Council Member Vanzant offered a prayer of healing for hospitalized Council Member Hilliard.

Code Enforcement Ordinance - Police Sgt. Tom Myers introduced Code Enforcement Officers Darla Suleki and Randy Kibler, and Code-In-Training Officers Robyn Carr and Chris Warren. Officer Carr began the PowerPoint program that presented work definition, staff differences, job description, statistical data, types of violations, violation process flow, laws and permissions, gaining compliance, inspections and specific enforcement. A discussion was held in regard to the local code with neighboring cities.

Officer Suleki presented the International Property Maintenance Code (IPMC) and the benefits of its adoption that include a consistent update for cities to adopt locally and also the uniformity that it has with neighboring cities. In addition, the IPMC follows in relation to other international codes that Haltom City has already adopted and allows for a Board of Appeals rather than a municipal court. Officer Kibler and Warren also addressed the Council’s concern over roofing permits, dumpster enclosures, illegal dumping, and the lack of a respected fine toward violators. A draft for the IPMC will be forthcoming and also a directive will be proposed toward adopting a rental ordinance.

The Council and Staff took a break at 7:35 p.m. and resumed at 7:40 p.m.

Street Maintenance Program - Public Works Director Greg Van Nieuwenhuize introduced Street Department personnel and presented a PowerPoint that included a demonstration of the street maintenance software program that illustrated the repairs and maintenance needs of streets from information provided by Fugro Consultants in 2011. He also stated that Teague, Nall and Perkins have also contributed by supplying data after their repair and construction projects are completed. A discussion was held concerning future projects, rising costs, and maintaining the data.
