HALTOM CITY COUNCIL & HALTOM ECONOMIC DEVELOPMENT JOINT MEETING

December 11, 2019

 

A Joint Meeting by the City Council of the City of Haltom City, Texas, was held on December 11, 2019, at 11:30 a.m. at the City Library, 4809 Haltom Road, Haltom City, Texas, with the following members present:

Mayor An Truong Mayor Pro Tem Lin Thompson

Council Place 1 Marian Hilliard C. Place 2 & EDC Board Walter Grow

Council Place 5 Susan Soule C. Place 6 & EDC Pres. Ricky Brown Council Place 7 Gaye Vanzant

Council Place 3 & EDC Board Brent Weast was absent. EDC Vice President Gary Blocker and EDC Board Members Troy Dunn and Daren Hudson were present. EDC Board Member Don Jury was absent.

Staff Present: Rex Phelps, Assistant City Manager; Art Camacho, City Secretary; Glenna Batchelor, Planning and Community Development Director; Sidonna Foust, Finance Director; Cody Phillips, Police Chief; Brian Jacobs, Fire Chief; Lesly Smith, Library Director; Julie Orebaugh, Community Services Director; Chris Roznac, Building Administrator; Damian Vogel, Fire Marshal, Heather Rawson, Executive Assistant, and Greg Van Nieuwenhuize, Public Works Director. Also present was Trent Petty, of Petty and Associates, and Realtor Zachary Penn.

CALL TO ORDER

Mayor Truong called the Council meeting to order at 11:33 a.m. EDC President Brown called the EDC meeting to order at 11:33 a.m. Mayor Truong introduced members of the Council and City Staff, and EDC President Brown also introduced EDC members present.

  1. Catalyst Group Presentation – Consideration of the presentation from the Catalyst Group regarding future economic development of the 820 Corridor. Assistant City Manager Phelps addressed the Council, EDC and City Staff and introduced Jason Claunch, of Catalyst Group, who presented a PowerPoint that included a marketing plan, different types of property development, and led discussion of the following:

    • Creating a “brand” to give this district a new and inviting appearance

    • Marketing the regional area as a whole rather than individual properties

    • Using several different means to market the area, such as video media

    • Highway accessibility, diversity demographics, and interviews with developers

    • Work to develop marketing interests on both sides of Loop 820

    • Utilize the number of potential customers traveling the North Loop daily

    • Develop a retail concept that competes locally with established retail businesses

    • Create specific retail that will be used by the new residents on the North Loop

    • Possibly develop an entertainment area that compliments the restaurant areas

    • Provide distinct and creative visibility for businesses to be seen from the Loop

    • Develop corporate use facilities along with commercial viability

    • Pros and cons of corporate office usage on the access roads off the Loop

    • Specific use for the 16 acres off Northern Cross (Karmali hotel project)

    • Accessing the market data to only assist in determining the use of development

    • Offer of property option concessions to acquire specific businesses

    • Possible liquor sale changes to compliment sales or nightclub entertainment

    • Consideration of medical, small office and industrial, and grocery retail business

    • Government facilities placement for business-drawing purposes

    • Reviewing area cities that have succeeded in economic development recently

Several more meetings will be scheduled as the discussion on the 820 Corridor continues.

ADJOURNMENT

Mayor Truong adjourned the Council meeting at 1:07 p.m. EDC President Brown adjourned the EDC meeting at 1:07 p.m.
