CITY COUNCIL & PUBLIC WORKS WORKSHOP

CITY HALL, 5024 BROADWAY AVENUE

September 30, 2019

 

A Special Joint Meeting of the City Council and the Public Works Department of the City of Haltom City, Texas, was held on September 30, 2019, at 6:00 p.m. at City Hall, 5024 Broadway Avenue, Haltom City, Texas, with the following members present:

Council Place 5 Susan Soule was absent.

Staff Present: Keith Lane, City Manager; Rex Phelps, Assistant City Manager; Art Camacho, City Secretary; Robert Bateman, Database Administrator, and Greg Van Nieuwenhuize, Public Works Director.

WORKSHOP

CALL TO ORDER - Mayor Truong called the meeting to order at 6:01 p.m.

DISCUSSION - Discussion and provide direction in regard to the subjects below:

  1. Americans with Disabilities Act (ADA) requirements as they pertain to the City.

    Public Works Director Van Nieuwenhuize introduced Database Administrator Robert Bateman, who had recently obtained his certification as an ADA Coordinator. Mr. Bateman gave a brief history of the ADA legislation and the Texas Accessibility Standards (TAS) requirements. In addition, he listed several Texas cities and counties that have received ADA compliance notifications and have adopted programs and raised funding to finish the compliance. A list of steps to comply with the Title II program was presented and several of the city-owned facilities were displayed with their current shortfalls in regard to ramps, bathrooms, and curbs. A discussion was held regarding the costs, funding, the reconstruction program completion, other necessary items needed to instill a plan and complete the requirements and whether some facilities being “grandfathered” was held.

  2. Clarifying the sidewalk installation requirements as they pertain to the City. Public Works Director Van Nieuwenhuize presented the current clarifications for city sidewalk installation requirements, including the variations from commercial to residential. A discussion was held regarding the option of payment in lieu of construction to the Safe Pathways Fund, ADA requirements on public sidewalks, funding and the implementation of a plan for construction and remodeling.

  3. Rollover Curbs. Public Works Director Van Nieuwenhuize presented examples of rollover curbs in neighboring cities and the cross-section detail of the cuts being made to provide adequate access in meeting ADA standards.
