The City of Haltom City is requesting proposals from qualified firms of certified public accountants to audit its financial statements for the five (5) fiscal years ending September 30, 2020, 2021, 2022, 2023 and 2024 with council approval annually. These audits are to be performed in accordance with current generally accepted governmental auditing standards, the standards set forth for financial audits in the U.S. General Accounting Office’s (GAO) Government Auditing Standards, the provisions of the federal Single Audit Act of 1984 (as amended in 1996) and U.S. Office of Management and Budget (OMB) Circular A-133. The Auditor shall also review the City’s investment practices to assure compliance with the Texas Public Funds Investment Act.
No obligation is expressed or implied that the City of Haltom City will reimburse responding firms for any expenses incurred in preparing proposals in response to this request.

To be considered, three (3) copies of a proposal must be received by the Purchasing Agent, 5024 Broadway, Haltom City, Texas 76117, by 3:00 p.m. July 17, 2020. Proposals received after this time will be returned unopened. The City of Haltom City reserves the right to reject any or all proposals submitted and waive any formalities if deemed to be in the best interest of the City. Proposals submitted will be evaluated by staff.

During the evaluation process, City staff reserve the right, where it may serve the City of Haltom City’s best interest, to request additional information or clarifications from proposers, or to allow corrections of errors or omissions. At the discretion of the City staff, firms submitting proposals may be requested to make oral presentations as part of the evaluation process.

The City of Haltom City reserves the right to retain all proposals submitted and to use any ideas in a proposal regardless of whether that proposal is selected. Submission of a proposal indicates acceptance by the firm of the conditions contained in this request for proposals, unless clearly and specifically noted in the proposal submitted and confirmed in the contract between the City of Haltom City and the firm selected.

It is anticipated the selection of a firm will be completed by July 24, 2020 with the final contract being executed between both parties by August 10, 2020.
