HALTOM CITY ANIMAL ADVISORY COMMITTEE

April 1, 2019

 

CALL TO ORDER:

Bob Watkins called the meeting to order at 6:02p.m.

ATTENDANCE:

Members Present: Bob Watkins, Dr. Anderson, Brenda Rotramble, Patty Lattin , Marian Hilliard

City Staff: Shawn Holt

Absent: Kevin Cleveland

 

Minutes

Patty moved, seconded by Brenda, to approve the January 7, 2019 minutes as written. Motion passed.

 

Financial Report

Fund balance as of 2/19/19 is $68,176. It was noted that the fund increased by about $8k in 3 months. The donation funds received through the water bill came through.

There was a lengthy discussion about the fact that there are still no expenses charged to the account. The reason for that is related to the need to purchase an incinerator that costs in the range of $80k. Based on the recent presentation by the Police Chief regarding the euthanization rate at the shelter, it appeared that $80k is a lot to handle the shelter needs. Marian asked whether the possibility of shared services with North Richland Hills had been assessed. Shawn indicated some research was done but he could not, at the moment, provide more information on that research. He added that the Police Department uses the incinerator as well. The committee requested that he bring more info on shared services at the next meeting or send the team an email before the next meeting. As of the date of the generation of these minutes, an email has not been received.

 

Volunteer Program Update

Brenda had investigated the possibility of dog rescue groups helping out when calls were made after shelter hours rather than call out the technicians.

However, all the groups are full up and don’t feel they can respond properly. This discussion is related to citizens request to know how to handle after hours calls when dogs are either a danger to someone or in danger themselves (like cold weather or injured by car). In addition, a mother and daughter team is in the process of completing their training requirements and will then become actively involved in helping out.

 

Shelter Update

The construction that was budgeted for the year has begun. There will be music all around, the bay area will be revamped and other updates completed. All animals have been sheltered in other cities or with rescue groups.

Other topics discussed included: a) employee training requirements and all are up to date, b) budget decision packages are not yet determined, c) no animals available for Car Fest due to remodeling, d) suggestion for submitting an article for the bulletin to provide residents with information on what to do about after hours call requests, e) shelter is basically a “no kill” shelter with the exception of drastic situations like health or aggression.

 

Future Meeting Dates

Planned meeting dates for 2019 are July 1 and October 7, 2019. Please pencil these dates in on your calendar to try to avoid conflicts. The dates can be changed should a necessary event conflict. Also, Bob requested that the dates for 2020 be included on the city calendar that is produced every year. Meetings are typically on the first Monday of January, April, July, and October.

 

Visitor Forum

Jacqueline Pine spoke about dead animal pickup. She suggested that there be some way to publicly announce (FB or city web site) about animals that have been picked up so the owners might become aware of where the animal is. Also, when strays are sheltered, the owners will know where to go to pick up their pet. Shawn will follow up at the July 1 meeting as to a process or method to notify of pickups.

Sandra Bitz more info on the TNVR program and how feral cats are good citizens and handy to have around to control pests and rodents. She is happy to give a presentation to the City Council regarding this subject in June or July. She will work with the Animal Advisory Chairperson about setting a date to be added to the agenda

 

Absences

Dr. Anderson moved, seconded by Patty, to approve the absence of Kevin Cleveland due to the illness of his child.
