July 1, 2019
CALL TO ORDER: Marian Hilliard called the meeting to order at 6:02p.m.
Members Present: Nancy Watkins, Brenda Rotramble, Marian Hilliard
City Staff Present: Bethany Morris, Shawn Holt
Absent: Dr. William Anderson, Patty Lattin
Introductions: New member Nancy Watkins introduced as Citizen member. Marian Hilliard now serves as Council representative.
Election of Officers: Brenda nominated, seconded by Bethany, Nancy Watkins as new Chairperson. Motion approved. Marian Hilliard will remain as Co-Chair/Secretary.
Minutes: Minutes of April 1 approved.
Financial Report: The report through May, 2019 indicated that $72,443 is in the Animal Shelter Donation Fund. The need to purchase a new inciDRAFT nerator was discussed and deemed a necessary expenditure. Partial funding will be provided by the PD. They will use it for disposal of seized items requiring incineration. This sharing will be of benefit to both the shelter and the PD. In addition, the equipment necessary to provide microchipping is now available. That is a very good tool for the citizens and the staff to identify and communicate with owners of the animals.
Volunteer Program Update: Only one volunteer has completed the new program. Anyone interested in volunteering can call the shelter for a package or get the information on-line.
Captain Holt indicated there are about five in the process of being certified. The volunteer program will be restarted when the remodeling is complete. However, there must be strict management by staff of time slots and functions in order to prevent some of the hindrances that occurred in the past program.
Shelter Update: Discussion of the remodeling of the shelter indicated that the planned completion date is September 30, 2019. A detailed plan was prepared for the committee to keep them up to date on steps to complete. Most kennels are in place and some animals are being held at the shelter now.
Nancy requested the addition of music for the cats and that dogs could benefit from calm and soothing music as well. Captain Holt indicated that the function had been discussed and efforts will be made to include it in the remodeling project.
Captian Holt is not familiar for the current Decision Package being prepared for the 2019-2020 budget process.
Bethany and Captain Holt indicated that the shelter planned to participate in more events in the coming year. However, it was suggested that because of staffing costs and other expenses, the budget may not allow as much participation as desired. For that reason, the request was that the staff utilize the various organizations and the committee to assist with attending many more events than the budget would support with only staff. Bethany indicated that she is trying to plan more events At the shelter rather than off-site. There will still be a need for volunteers to assist and they stand ready to do that under the direction of the staff. In addition, staff can gain support for communication and publication of events with the public.
Future Meeting Dates: Last planned meeting date for 2019 is October 7, 2019. Please pencil the date in on your calendar to avoid conflicts.
Visitor Forum: Cindy Ferguson with Mid Cities Community Cats spoke about the Trap- Neuter-Vaccinate-Return (TNVR) program. There was discussion between staff and visitors about the trapping during the summer months.
Absences: Nancy moved, seconded by Brenda, to approve the absence of Doctor Anderson and Patty Lattin. Motion carried.
