The Haltom City Public Library Board held its regular meeting on Tuesday, January 24, 2020 in the Haltom City Public Library Board Room, 4809 Haltom Road, Haltom City, with the following Library Board members present:

Approval of Minutes
Patsy Sullivan made a motion to approve the minutes of the combined November & December 2019 Library Board meeting held on December 3, 2019. Loretta DuBois seconded the motion. Motion carried.

Lesly Smith presented the following to the Board:
Quiet Zone - Railroad
Rex Phelps, new City Manager, announced that there will be two quiet zones around the library. One at the tracks on Glenview Avenue and the other at the tracks on Haltom Road.
Fabiola has started gathering information for the Texas State Library Annual Report. There is a massive amount of information she gathers (information is gathered from IT and Human Resources departments and the library’s circulation/acquisition database, Polaris). This is a multi-month project. From this information the State Library then determines if HC Public Library is accredited with the State.

Mobile WiFi Hotspots - Update
Due to administrative problems on the end of Sprint & Manage Mobility we had to delay launching the hotspot devices. The problems centered around our tax-exempt status and the DIR contract discounts (this discount is through the State of Texas). Issues have been resolved and circulation of devices commenced Thursday, January 9, 2020. One reason we went with 50 units instead of a smaller number is so we would have our own personal representative to take care of us (who knew we would need help so soon?). These issues would have taken much longer to correct. Manage Mobility has worked very hard to get these 2 issues resolved. The Policies and Restrictions and the Hotspot Lending policies are included in the Board packet and on the Board Agenda for review. Here is the new fee schedule (as reported in the November/December 2019 meeting).
$100 – hotspot device
$ 24 – adapter & charger
$ 10 – carrying case
These above fees were approved by the City Council at the 11-11-19 City Council meeting. If the unit is lost the library is not charged until the library wants to replace the unit. At that time we would be charged for the actual replacement. Theft has proven not
to be a problem (at other libraries) because once the check-out period has expired the device turns off automatically, becomes inoperable and essentially becomes a door stop. These devices are for HC resident only.

2019 Achievement of Excellence in Libraries Award
The Texas Municipal Library Directors Association, an affiliate of the Texas Municipal League, has awarded HCPL the above.

Noon Year’s Eve Party
Huge success! Did not know what to expect (first time). About 100 people (parents and children). Crafts, snacks (so many people we ran out of snacks & made a run for more), music playing, handed out musical instruments played by children, countdown at noon with a balloon drop.
Several Board members had questions for Lesly about displays at the library, mobile hotspots, the criteria for what the TMLDA award is, and teen programming stats.
Friends of the HCPL Report
Ms. Patsy Sullivan presented the following:
Coloring books of Haltom City Scenes have all been sold.
Flea For All 3.0 dates have been set for Saturday, September 12, 2020.
“Night of Romance” is February 14, 2020 at 6:30 pm. This is a free event.
Election of Officers
Chairman, Rexanne Grove opened the table for nominations for officers. Bette Bronstad made a motion that the slate of officers remain the same. Loretta DuBois seconded the motion. Motion carried unanimously.

Lesly informed the Board about the desire of the HCPL to remove the fees currently being charged for ILL’s (InterLibrary Loans). A discussion was held between Lesly and the Board. The State Library is providing reimbursement for the postage. The current fee went towards postage charges and is no longer needed. This item to be made an action item in the next agenda for the Board to vote on.
Mobile Hotspot Policy
Lesly Smith presented and discussed the Mobile HotSpot policy with the Board. The policies have been reviewed by the City attorney. The Board is to vote in the next meeting for approval of the policies.
Bette Bronstad made a motion to table this item for the February meeting. Patsy Sullivan seconded the motion. Motion carried.
The regular February meeting will be on February 25, 2020.
Ms. Bonnie announced the Christmas card the Library Board received from Rina Aragon.
