Haltom City Special Election-11/5/13

haltom city logoOn August 26th, 2013, Haltom City council member Richard Garcia passed away, thereby creating an opening on the city council.  Section 3.06 of the City Charter states “in the event of a vacancy occurring in the office of mayor or city council member from any cause whatsoever, a special election shall be held at the next state uniform election date that allows time for holding the election as provided in state law.” 

The Texas Election Code specifies that the first Tuesday in November shall be a “Uniform Election Date” and this year the election date is November 5th.  The City Council has already passed Ordinance No. O-2013-014-03, calling an election to be held on that date for the citizens’ consideration of continuing the sales and use tax under the provisions of the Texas Tax Code to maintain and repair municipal streets, which will be held as a joint election with Tarrant County. On September 9th, 2013, the City Council passed Resolution No. R-2013-018-01 for calling an election to fill council member Richard Garcia’s (Place 7) unexpired term. The election will be held on November 5th, 2013 on the same ballot as the above referenced street sales tax election. 

Steve Raborn, the Tarrant County Elections Administrator, (“Elections Administrator”) is hereby designated as the Early Voting Clerk for the election as indicated in the contract. Early voting by personal appearance shall commence on October 21st, 2013 and shall continue until November 1st, 2013.  On at least two weekdays during the early voting period the location for early voting shall be open for at least twelve (12) hours as mandated by state law. The early voting main location will be at Tarrant County Elections Center, 2700 Premier Street, Fort Worth, Texas and Haltom City Northeast Center, 3201 Friendly Lane, Haltom City, Texas. The Elections Administrator shall be responsible for the Early Voting applications and ballots. Applications for early voting by mail may be delivered to Steve Raborn, County of Tarrant, Elections Administrator, 2700 Premier Street, Fort Worth, Texas 76111, not earlier than September 9th, 2013 and not later than close of business on October 18th, 2013, if delivered in person, and October 25th, 2013, if delivered by mail. Early voting ballots shall be mailed to the Elections Administrator at the same address. The City Secretary is directed to forward applications and ballots he may receive to the Elections Administrator.

The Election Day polling places for this joint election are designated pursuant to Section 271.003 of the Texas Election Code, and the following locations can most adequately and conveniently serve the voters in this election, and that these locations will facilitate the orderly conduct of the election:
