Utility Billing Payments - 1st Week of July, 2016

Dear Utility Customers:

Haltom City did not receive USPS mail July 6th-8th, 2016. A report has been filed with the United States Postal Service. If you mailed a utility payment during the first week of July, 2016, please check with your financial institution to see if your payment has cleared. If not, please complete this form and we will contact you regarding your account.

Haltom City - City Manager's Office

The City Manager in Haltom City is responsible for day to day operations of the city. The Assistant City Manager also assists in these duties.

The City Manager's office is available to the public 8:00 a.m. - 5:00 p.m. Monday through Friday at the City Hall Municipal Complex, 5024 Broadway Ave. The City Manager's office can be reached at 817 222-7754 or by email.

City Manager - Keith Lane

haltom city police chief keith laneKeith R. Lane, previously Haltom City's Director of Public Safety & Chief of Police, was appointed City Manager effective March 14, 2016.

Chief Lane came to Haltom City in 2009 from Keller Police Department, where he served for twenty-two years. He served in almost every division in the Department and retired as Commander of the Criminal Investigations Division.

Chief Lane holds a Bachelor’s degree in Criminal Justice from Texas State University, a Master’s degree in Criminal Justice from Boston University, and is also a graduate of the Leadership Command College at Sam Houston State University. Chief Lane has two sons, Nick and Gage.

Assistant City Manager - Chuck Barnett

Assistant City Manager Chuck Barnett earned his Bachelor’s Degree in marketing from Texas Wesleyan College in Fort Worth. Mr. Barnett has been with Haltom City since February, 2006. He had spent the previous 14 years with the City of Bedford, spending the last five and a half years in the top management position.

Assistant City Manager - Rex Phelps

Hired in April, 2016, Assistant City Manager Rex Phelps has been a public servant for the last 30 years. Recently, he spent several year as the police chief for the City of Brenham where he was eventually promoted to the Brenham Assistant City Manager position.

Rex has experiences leading and managing numerous city services. This includes the areas of community services (programs, library), public works (parks, maintenance, sanitation and streets), developmental services (planning and zoning, code enforcement), information technology and police services.

Rex has worked many years within the Dallas/Fort Worth Metroplex. During that time he served in numerous different capacities within public safety where he developed his managerial and leadership skills. Over the years he has taught leadership, business communications and numerous other public service disciplines.

He holds a Bachelor's Degree in Business Management from LeTourneau University and a Master of Business Administration from Columbia College of Missouri. He has also served as a board member for numerous civic organizations.

Rex believes in servant leadership...the higher level of responsibility one accepts the more of a servant one becomes. Rex is passionate about his faith, his family and value driven leadership. His personal philosophy is “The more value one creates the more value one receives.”
