Deputy Chief Fred Napp has been with Haltom City Fire/Rescue since 1993.  He was appointed Deputy Chief of Services/Fire Marshal in 2007 upon the retirement of Charlie Langham. Fred holds two Master’s degrees and is currently pursuing his PhD in Leadership Studies. He was born and raised in Dumas, Texas. He and his wife Heather, who teaches first grade in the Saginaw School District, live in Saginaw.
